Tashkent, Uzbekistan (UzDaily.com) - The Presidential Decree "On priority directions of state policy for the development of entrepreneurship, employment and poverty reduction in the mahalla" was adopted.

According to the Decree, from 1 January 2022, in every village, aul, as well as in every makhalla, the position of assistant to the khokim of the district (city) will be established for the development of entrepreneurship, employment and poverty reduction.

The following are appointed to this position:

- senior officials of the Ministries of Economic Development and Poverty Reduction, Finance, Employment and Labor Relations, Investments and Foreign Trade, the State Tax Committee, commercial banks, other departments belonging to the economic and investment complexes, their territorial divisions, holding positions not lower than the head of department (including), as well as heads of local khokimiyats;

- candidates are hired on the basis of open competitions;

- entrepreneurs, representatives of other spheres, active youth, employees who do not occupy managerial positions, and citizens without higher education can also be hired.

The decree established the following:

Create an Agency for Mahallabay Work and Entrepreneurship Development under the Ministry of Economic Development and Poverty Reduction, and its regional departments;

Create centers for the work of mahallabay and the development of entrepreneurship within the khokimiyats of districts (cities) without forming a legal entity.

The director of the Agency is appointed by the Cabinet of Ministers.

According to the Decree, a badge “Yangi Uzbekiston islootchisi” was established;

This badge is awarded to persons appointed to the position of assistant khokim and involved in the effective organization of their activities.

The decree also created a Fund to support the activities of khokim assistants.
