Over 151,000 Subscribers Restricted from Paying for Electricity Due to Waste Collection Debts In Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) — In Uzbekistan, more than 151,000 electricity subscribers have temporarily been restricted from making payments due to outstanding debts for household waste collection services.

The restriction has been introduced to enforce payment discipline in accordance with Law No. 1044, the Agency for Waste Management and Circular Economy Development reported.

According to the agency, as of 16 January 2026, SMS notifications regarding debts totaling 87.5 billion soums were sent to 873,990 subscribers from the short number “2100” of JSC “Hududiy Elektr Tarmoqlari.” Within five days of the notifications, users paid 7.4 billion soums. For 151,202 subscribers with debts amounting to 14.8 billion soums, restrictions on electricity payments were imposed. The restriction is lifted immediately upon full payment.

The debt control system operates automatically: information on debtors is transferred from the Agency’s electronic billing system “Toza Makon” to the billing system of JSC “Hududiy Elektr Tarmoqlari” by the 3rd of each month.

These measures do not apply to debts incurred before 30 June 2025. For debts arising from July 1, 2025, the restriction procedure was applied starting from 5 November 2025.

Additionally, starting from 1 January 2026, payments for waste collection services are accepted exclusively online and only for services actually rendered.

The agency also reminded citizens that any suggestions or complaints related to waste management and service quality can be submitted 24/7 via the short number “1205.”
