Tashkent, Uzbekistan (UzDaily.com) -- On 8 October 2020, a seminar of the Organization for Security and Cooperation in Europe was held, dedicated to the management of the security sector and parliamentary control in this area. The event was organized by the OSCE Conflict Prevention Center for members of the Senate and deputies of the Legislative Chamber of the Oliy Majlis.

The aim of the seminar was to familiarize members of parliament in detail with the activities of the OSCE, in particular, in such areas as public administration, protection of human rights, the rule of law and gender equality. They also discussed the key concepts and principles of the OSCE in the field of security in the context of parliamentary control, the possibility of their application in the conditions of Uzbekistan.

As highlighted by the participants, as legislatures, parliaments are key institutions in all OSCE participating States. Through their functions in the field of lawmaking, budget oversight and public oversight, and the appointment of governments, parliaments play a key role in shaping public policy in many areas, including in the security sector. Therefore, it is important that members of parliament are well aware of their role and responsibilities in this regard.

It was noted that a security sector that is accountable, inclusive and respects the rule of law can effectively ensure the stability of the state. The principle that this area, like any other public sector, is subject to democratic control, has been confirmed by the OSCE in various documents.

During the seminar, the possibilities of using the functions of the parliament in this area were discussed. They also considered issues related to the protection of human rights, ensuring gender equality and the effective use of parliamentary instruments in the field of security.
