Not Fines, But Warnings: Uzbekistan May Introduce Leniency for Minor Traffic Violations

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan’s Legislative Chamber of the Oliy Majlis has held preliminary discussions on a draft law proposing administrative warnings instead of immediate fines for minor traffic violations. The initiative was announced by the UzLiDeP parliamentary faction’s press service.

During the 16 June session, members of the faction reviewed proposed amendments to the Administrative Liability Code. The bill aims to broaden the range of administrative measures and introduce a more balanced and impartial approach to handling road infractions.

A key provision of the bill introduces administrative warnings as a sanction for first-time, minor traffic offenses. This would allow for a more lenient response to non-serious violations while preserving the preventive and educational function of penalties.

UzLiDeP representatives called the amendments timely and fair, emphasizing their potential to enhance legal awareness among drivers and strengthen the preventive role of the legislation.

The draft also proposes amendments to Article 36 of the Code, which concern the notification process for administrative fines. These changes aim to ensure timely delivery of payment notices and clarify driver liability in cases where offenses are recorded by automated photo and video surveillance systems.

The concept of using warnings as a form of administrative action was first outlined in a resolution of the Cabinet of Ministers adopted in May 2025.

According to the current proposal, traffic officers would be authorized to issue administrative warnings for select minor offenses — but no more than once a year per driver.
