Tashkent, Uzbekistan (UzDaily.com) -- At a video conference chaired by President of Uzbekistan Shavkat Mirziyoyev, problems in primary health care are analyzed.

In 2019, 60 percent of deaths were due to cardiovascular disease, which could be prevented by primary care. In half of patients with oncology, the disease is detected after the second or third stage.

- From now on, no one will interfere in the activities of the ministry, its personnel policy. Chief doctors, doctors or other medical workers will not be involved in any work unusual for them, - said Shavkat Mirziyoyev.

The duties of a general practitioner of a rural medical center include diagnostics and treatment of 146 types of diseases, primary diagnostics and referrals for 213 types of diseases, as well as a wide range of tasks for rehabilitation, medical examination and prevention.

In this regard, the President stressed the need to completely revise the system of medical care in rural medical centers and family polyclinics, the tasks and functions of doctors and mid-level workers.

The primary task is to transform general practitioners into family doctors on the basis of advanced foreign experience. To facilitate their activities, medical teams for therapy, pediatrics, obstetrics and patronage will be organized. These teams will work with their assigned families on the basis of a specially compiled map. The health status of the population will be assessed and an electronic database created. For this, tablets and mobile diagnostic tools will be provided to medical teams.

Constant medical supervision will be established for children under 5 years old, pregnant women, women of reproductive age and over 35 years old, as well as people over 40 years old, they will undergo regular screening examinations. Individual patronage will be established for people in the high-risk group.

From now on, referrals for free medical care and prescriptions for free drugs will be issued by family doctors.

When discussing the quality of treatment in primary health care, a lack of conditions and personnel was noted. There is no incentive system for employees, and due attention is not paid to improving their skills and career growth.

1In rural medical centers and family polyclinics, there are more than 20 thousand doctors, but only 12 thousand are staffed. For the profession of a general practitioner is not attractive to medical graduates.

In this regard, the President stressed the need to attract graduates to rural medical institutions and family polyclinics by creating decent conditions for them.

To this end, the Rural Doctor program will be introduced for the primary health care system in remote areas. Under this program, primary health care workers in remote areas will be provided with a one-time allowance of 30 million soums, as well as service housing or compensation for rental housing.

An instruction was given to increase the quota in medical universities, having determined the need for doctors in the context of makhallas, and giving priority to primary care specialists when allocating mortgage housing.

Based on the needs of the population, next year it is planned to create 100 rural medical stations and 24 family polyclinics.
