New types of expertise and research to be introduced in forensic activities

Tashkent, Uzbekistan (UzDaily.com) -- A Presidential resolution "On measures to further improve the forensic activities of internal affairs bodies with the widespread introduction of the achievements of modern science" was adopted.

The resolution defines the priority areas for further improvement of the forensic activities of the internal affairs bodies.

According to the resolution:

In the structure of the main forensic center of the Ministry of Internal Affairs, departments for genetic research and state registration of genomic information of the individual have been created;

Under the Ministry of Internal Affairs, a state institution will be created that certifies firearms, pneumatic, gas, signal, cold, throwing and other weapons, ammunition for them, special means, special means of armor protection, electric shock devices, pyrotechnic products and explosive materials;

the forensic subdivisions of the internal affairs bodies have been granted the right on a contractual basis to provide expert, biometric, research and information services and other paid services in the forensic field;

the practice of attracting on a contractual basis to forensic divisions as specialists or technical workers persons with special scientific, technical and intellectual potential will be established.

In accordance with the resolution, the following new types of examinations and studies are envisaged:

Until the end of 2022:

video and photo technical examination, including examination of determining the speed of traffic, recorded on video recordings;

examination of weapons with electrical impact;

examination of gas weapons;

examination of gas-air mixture and physical explosions;

examination of explosions of gas cylinders installed on vehicles;

biological study of human DNA;

appraisal examination of special equipment and vehicles;

food expertise.

Until the end of 2023:

examination of digital databases;

examination of cloud services on the Internet;

phonoscopy examination.

Until 1 January 2023, an automated forensic information retrieval system will be introduced based on the information received about persons, objects and events.

Also, by the end of 2023, measures will be taken to create a centralized information retrieval system for the chemical composition of synthetic narcotic drugs, as well as psychotropic and potent drugs obtained as material evidence in the course of judicial and investigative activities.

From the 2022/2023 academic year, the teaching of the discipline "Fundamentals of Digital Forensics" will be established in the education system under the undergraduate program of the Academy of the Ministry of Internal Affairs.
