New Rules on Artificial Intelligence and Personal Data Protection Come into Force in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) — New regulations governing the use of artificial intelligence (AI) technologies and liability for unlawful processing of personal data have come into force in Uzbekistan. Corresponding amendments have been made to the Law “On Informatization” and a number of other regulatory acts.

Under the law, artificial intelligence is defined as a set of technological solutions that enable the simulation of human knowledge and skills, independent learning, problem-solving, and execution of specific tasks, with outcomes comparable to human intellectual activity.

The legislation prohibits making legally significant decisions that affect the rights and freedoms of citizens solely based on conclusions drawn by information systems operating on AI.

Special attention is given to the protection of personal data. Using AI technologies for illegal processing, dissemination, or transmission of personal information via media, telecommunications networks, or the internet entails administrative liability.

Violators face fines ranging from 50 to 100 times the minimum calculation index, as well as confiscation of the instruments used in the violation, with the maximum fine reaching up to 41.2 million soums.

The law also clarifies the powers of the authorized state body responsible for AI regulation and establishes general principles for the application of these technologies in the country.
