Tashkent, Uzbekistan (UzDaily.com) – National agency Uzbekkino changed its name. This is envisaged by the Decree of the President of Uzbekistan "On measures to raise the cinema and film industry to a qualitatively new level and further improve the system of state support for the industry."

The new name of the Agency for the Development of Cinematography indicates the main tasks facing the organization. This is not only the further development of the high art of cinema, but also the promotion of the creation of a powerful film industry as one of the sectors of the country’s economy.

The decree defines the tasks of the Agency - the systematic continuation of reforms aimed at the development of national cinema, improving the system of state support for this area, creating an infrastructure with a modern and high-tech material and technical base, introducing effective mechanisms for film production based on world experience, as well as creating a modern infrastructure for the film industry in the republic. and development of the film distribution system.

It is planned to expand the network of cinemas, organize international film festivals, encourage filmmakers and provide them with a number of preferences, improve the quality of education in the field of cinematography and much more.

The decree of the President of Uzbekistan established a new procedure for the production of films based on orders from the Agency for the Development of Cinematography.

The document notes that films, the themes of which are determined by the President of the Republic of Uzbekistan and the Cabinet of Ministers, are state orders.

According to the innovations, a part, not exceeding 50 percent of the funds allocated to the Agency from the State budget, is directed to the production of films on the basis of a state order, the rest - with the condition of attracting investment funds.

The author or team of the film script produced on the basis of a government order, and the film company filming the film according to the script, will be determined through a separate competition.

An advisory group will be set up to consider the artistic and ideological content of each film. It will be formed by the Artistic Council of the Agency. The group will include no more than five people with the necessary qualifications and knowledge.

The examination of the cost estimate of the film based on the state order, which meets the requirements established by the Agency, will be carried out by an auditing organization. Based on its conclusion, the Expert Council operating under the Agency assesses the feasibility of the film’s financial and economic costs.

According to the decree of the head of state, now 10 percent of the income received within one year from the distribution of a film produced on the basis of a state order is transferred to the film company that filmed the film, 15 percent is distributed among the creative workers of the film based on the relevant decision of the Agency’s Art Council.

In the course of film production, film companies are allowed to settle in cash up to 10 percent of the film’s budget.

The film will be distributed by the Center for the Development of National Cinematography, which is being created. The funds allocated in the cost estimate of the film for the PR campaign are directed to the Center accordingly.

“All of the above measures will ensure transparency in the financing of films and will contribute to the creation of film products at the highest level,” the Agency for Cinematography noted.

To facilitate the further development of the national network of cinematography, film companies and cinemas under the Agency for the Development of Cinematography, a Republican Commission will be created.

The Commission will oversee the process of allocating land plots on a competitive basis to film companies investing in the construction of cinemas, facilities (pavilions) with modern infrastructure without electronic auctions and rent at zero cost.

Also among the powers of the Commission is control over the intended use of the allocated land plot during the lease term.
