MPs discuss draft law “On sanitary-epidemiological well-being of population”

Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan held a session on 10 July to consider several issues, including the draft law “On sanitary-epidemiological well-being of population”.

The MPs started the session with discussion of the draft law “On sanitary-epidemiological well-being of population”, which is aimed at regulating issues of sanitary-epidemiological well-being of population, the press service of the Legislative Chamber said.

The document was developed based on study on current state of the legislation on state sanitary supervision and law-enforcement practice, existing problems and experience of foreign states.

It was noted that the legislative framework in the sphere consists of the law “On state sanitary supervision”, which was adopted in 1992. Despite positive results in the sphere, there is need to adopt new law “On sanitary-epidemiological well-being of population”.

The draft law improves legal base in the sphere, introduces sanitary norms and rules at holding preventive measures, creates sustainable system for observing hygiene rules, state control over sanitary-epidemiological situation, etc.

It sets main direction of state policy, authorities of the Cabinet of Ministers, rights and liabilities of legal entities and individuals, NGOs in ensuring sanitary-epidemiological well-being of population.

The draft specified sanitary and epidemiological requirements to developers of regulatory documents in the field of technical regulation, in the choice of land, planning, design and construction, technical and technological re-equipment of enterprises, the keeping areas, facilities, buildings, for disposal, recycling and disposal of chemical and biological funds to food, production, transportation, labor conditions, to prevent the development and spread of diseases.

MPs noted that the draft law will help to strengthen complex system of regulating relations related to ensuring sanitary-epidemiological well-being of population and efficient supervision by the state and controlling bodies.

Representatives of all political parties and Ecologic Movement participated in the discussion of the draft law. The discussion of the law will continue at the next session of the Legislative Chamber.
