More Than 463,000 Active Enterprises Registered in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) — As of 1 July 2025, Uzbekistan had a total of 463,000 active enterprises and organizations, of which 393,400, or 85.0%, were classified as small enterprises and microfirms. This was reported by the National Committee on Statistics.

Regionally, the highest concentration of business entities is found in Tashkent, accounting for 22.5% of the total. It is followed by Tashkent region (9.6%), Samarkand (8.7%), Fergana (8.1%), and Kashkadarya (6.5%) regions.

Tashkent also holds the highest share of business entities among all active organizations, with 90.3%. High shares are also recorded in Navoi (88.0%), Khorezm (87.5%), and Bukhara (87.0%) regions.

In terms of economic activity, trade remains the leading sector, accounting for 32.7% of all enterprises. Industry ranks second with 12.7%, followed by agriculture, forestry, and fisheries with 7.5%. Together, these three sectors represent over half of all active enterprises.

Of the 397,300 active commercial enterprises, limited liability companies (LLCs) make up 306,000, or 77.0%, reaffirming their dominance in the business structure. At the same time, since 2022, there has been a steady decline in the number of private and family-owned enterprises.

Uzbekistan’s ongoing economic liberalization policy, aimed at improving the investment climate, has led to significant progress in simplifying permit procedures, attracting investment, and developing regional infrastructure. These reforms have contributed to the steady growth of enterprises with foreign capital.

In territorial terms, the highest concentration of foreign-invested enterprises is in Tashkent, which accounts for 64.2% of the national total. It is followed by Tashkent region (12.3%), Samarkand (3.7%), and Surkhandarya (3.3%).

Over the past five years, the number of active enterprises with foreign investment has grown 1.3 times, with the share of wholly foreign-owned companies rising from 53.0% to 75.3%.

As of 1 July 2025, there were 16,685 foreign-invested enterprises operating in Uzbekistan. Among them, 4,124 are joint ventures, and 12,561 are wholly foreign-owned companies.

Compared to the same period in 2024, the number of such enterprises increased by 2,805. This growth was mainly driven by the trade sector (from 4,833 to 6,038), information and communications (from 954 to 1,210), and construction (from 985 to 1,256).

China remains the leading investor country, accounting for 4,192 enterprises, or 25.1% of all foreign-invested businesses. Other major contributors include the Russian Federation (18.6%), Turkey (12.0%), Kazakhstan (6.9%), Afghanistan (4.1%), and the Republic of Korea (4.1%).
