In accordance with the changes, temporarily unused land plots, state bodies and organizations (including in the road sector and the field of improvement), citizens’ self-government bodies, as well as reserve land plots of a district (city) can be leased through the automated system "K-SAVDO" by means of holding an online auction on the E-auksion platform for up to 3 years to place mobile trade objects (for mobile refrigerators - lightweight structures used to store agricultural products - up to 120 months) or organizing seasonal cafes.

It is established that mobile shopping facilities include trays, tents, shopping carts, car shops, trailers, tank trucks, food trucks, vending machines, tonars, mobile containers, lightweight structures and similar objects with an area of not more than 100 square meters. m.

Also, if previously in mobile shopping facilities it was allowed to sell food exclusively without organizing sitting places, then the changes made to them allow the organization of snack bars.

A snack bar is an enterprise that organizes quick service to consumers with simple meals and snacks, hot and cold drinks. Depending on the range of products sold, snack bars can have the following specialization: barbecue, plovnaya, samsa, sausage, dumplings, cheburek, pie, pancake and others.

It is also allowed to work on:

storage in refrigerators - light structures and sale of grown agricultural products;

rental and repair of light vehicles (car, bicycle, scooter, scooter, etc.);

charging electric vehicles;

provision of hairdressing services;

cosmetology services;

shoe repair;

repair of household appliances;

key making.

The ban on the placement of mobile shopping facilities is lifted:

in administrative buildings;

at public transport stops;

at a distance of less than 15 meters in front of pedestrian crossings.

The ban on transferring a mobile shopping facility for use or rent to other persons is also lifted (the transfer must be registered in the information system of the tax committee, and the tenant must be a legal entity or individual entrepreneur).

An empty place for a mobile shopping facility adjacent to a catering establishment or located no further than 5 meters from it is leased to this establishment for organizing catering or providing other services in the field of trade without an online auction.

Khokim’s assistants, as well as individuals and legal entities, received the right to enter potential places for placing mobile shopping facilities into the K-SAVDO system. If such an individual is recognized as the winner, he must register as a business entity within 5 days.
