Mirziyoyev Strengthens Oversight of Seismic Safety and Illegal Construction
Tashkent, Uzbekistan (UzDaily.com) — On 1 December, President of Uzbekistan Shavkat Mirziyoyev signed a decree aimed at strengthening state supervision in the field of seismic resistance and building safety.
The document provides for stricter control over construction quality, combating illegal development, and increasing contractor accountability, according to the Legal Department of the Ministry of Justice.
Under the decree, government agencies are required to improve mechanisms for preventing unauthorized construction and establish an early detection system. Contractor and construction companies’ responsibility for complying with seismic safety standards is being reinforced.
Starting from 1 January 2026, a list of design organizations specializing in instrumental-technical inspections (ITI) of residential buildings with two or more floors will be created. Their ratings will be publicly available via the “Shaffof Kurilish” platform. ITI reports, which previously carried only advisory status, will become mandatory: multi-story buildings can be commissioned only with a positive inspection report.
The technical condition of structures will also be monitored through “Shaffof Kurilish.” In the case of a negative ITI report, the developer’s rating in the system will automatically be lowered.
The procedure for examining project documentation based on special technical conditions is also changing. Only the Republican Center for the Examination of Urban Planning Documents will be authorized to conduct such reviews.
The decree also introduces a ban on adding extra floors or increasing the height of residential buildings after construction has begun.
The development, review, and re-registration of corresponding urban planning documents are prohibited. Additionally, the Ministry of Construction is required to annually establish rates for the demolition of illegally constructed buildings.
