Mirziyoyev Signs Decree to Accelerate Housing Construction and Expand Mortgage Support
Tashkent, Uzbekistan (UzDaily.com) — On 24 February, President Shavkat Mirziyoyev signed a decree titled “On the Effective Organization of Apartment Construction and Acceleration of Efforts to Provide Housing to the Population” (UP-29).
The decree aims to stimulate residential construction and create conditions for citizens to realize their right to housing. According to the document, the supply in the housing market should grow proportionally to rising demand.
A key objective is to reduce the investment and construction period for housing by 1.5 times, taking into account procedures for allocating land plots and obtaining permits.
Projects meeting the selection criteria for new territories under the “New Uzbekistan” housing developments in Karakalpakstan and other regions will receive the appropriate status. These projects will benefit from existing procedures and financing sources designated for developments of this category.
The decree also calls for extensive use of modern technologies in infrastructure development. Specifically, road and transport projects in “New Uzbekistan” developments are planned to incorporate renewable energy devices, energy-efficient equipment, and alternative heating systems. The goal is to create a “green” transport environment within these residential areas.
Additionally, drawing on the experience of companies such as Tashkent Invest and Samarqand Invest, investment companies will be established in all regions of the country to serve as a “bridge” between businesses and government agencies.
Applications for subsidies under the mortgage program, submitted via the subsidiya.idm.uz platform, will be automatically checked for compliance with social criteria, reducing human bias in the review process.
From 1 April, self-employed citizens will be able to receive mortgage loans funded by the state budget on equal terms with citizens who have official incomes, provided they voluntarily paid social taxes in the previous year. Starting in 2027, the tax compliance period will extend to two years, and from 2028 — to three years.
