Mirziyoyev Reviews Plans for Road Development and Digitalization of the Transport Sector
Tashkent, Uzbekistan (UzDaily.com) — On 9 December, President of Uzbekistan Shavkat Mirziyoyev reviewed a presentation on current work and future tasks in the field of motor roads.
The presentation included information on achievements over the past three years, funding volumes, and practical results in the sector.
During this period, approximately 40 trillion soms were allocated for road construction and repairs, with 63,000 kilometers of roads built or renovated.
The volume of foreign investment tripled, reaching US$1.2 billion in 2025.
Instead of standard solutions, design practices now consider the geological and ecological characteristics of each region, and the development of modern road surfaces has increased road lifespan by 1.5 times.
The presentation also addressed existing challenges in the sector. It was noted that advanced international experience and modern technologies are insufficiently used in the construction and repair of public roads, internal routes, and bridges.
In the coming years, plans include building and repairing 21,000 kilometers of roads, covering 14,000 kilometers of dirt roads with crushed stone, and restoring 325 bridges.
Currently, 1,800 kilometers of roads have deteriorated due to overweight truck traffic. To strengthen weight control, the network of measurement-equipped checkpoints will be expanded: 9 scales have already been installed, 8 more are in the process of being equipped, and in the future, 35 mobile and stationary control-measurement points will be established.
Responsible authorities have been tasked with implementing an interdepartmental electronic system covering all weight and dimensional control processes, as well as developing seasonal restrictions on heavy truck traffic based on weather conditions.
The private sector is actively involved in road construction and maintenance. At present, 61% of new roads and 92% of internal routes under the “Initiative Budget” are built by private companies.
This practice will be expanded: in 2026, private operators will maintain 3,000 kilometers of roads, and by 2030 — 6,300 kilometers. Additionally, roads being constructed in 86 districts with the support of the Asian Development Bank will be fully handed over to local contractors.
The presentation highlighted the low level of digitalization in the sector: out of 59 government services, only 20 are available online. Next year, another 28 services will move online, an intelligent transport system will be implemented, and seven new electronic platforms will be developed.
At the conclusion of the presentation, the President instructed the development of the Uzbekistan Road Development Strategy until 2035, taking into account all tasks and priorities of the sector.
