Mirziyoyev Approves Mechanism for Uzbekistan’s Participation in Carbon Credit Trading

Tashkent, Uzbekistan (UzDaily.com) — President of the Republic of Uzbekistan Shavkat Mirziyoyev has signed a decree titled “On Measures for Participation in the International Carbon Credit Market.”

The document establishes the legal and institutional framework for Uzbekistan’s engagement in the international system of carbon credit trading (ITMO) under cooperative approaches outlined in Article 6 of the Paris Agreement.

This article allows countries to jointly implement measures aimed at reducing greenhouse gas emissions and to use internationally transferred mitigation outcomes (ITMOs) to meet their Nationally Determined Contributions (NDCs).

In accordance with the decree, the country introduces a procedure for granting entities access to carbon credit transactions, sets principles for their allocation, and establishes mechanisms for the sale of ITMOs generated through government-involved projects. The Cabinet of Ministers has been tasked with drafting regulatory acts to govern these processes.

The decree also defines the roles and responsibilities for regulating, monitoring, and coordinating Uzbekistan’s participation in the international carbon market.

The Ministry of Economy and Finance has been designated as the authorized body responsible for coordinating the implementation of the Sustainable Development Mechanism stipulated by Article 6 of the Paris Agreement.

Its responsibilities include overseeing and implementing projects aimed at generating carbon credits and managing their subsequent sale on international platforms.

Starting in 2026, Uzbekistan will establish a National Carbon Registry, which will serve as a centralized tool for tracking all operations related to the issuance, circulation, and sale of these climate assets.
