Mirziyoyev Approves Amendments to the Code of Administrative Responsibility

Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed the Law “On Amendments and Additions to the Code of the Republic of Uzbekistan on Administrative Responsibility,” aimed at further humanizing legislation and eliminating outdated provisions.

According to the document, certain clauses have been removed from the Code, including those that previously established administrative liability for offenses such as damaging public payphones or installing and using radio-transmitting devices without proper authorization. These norms were deemed obsolete due to technological progress and evolving social conditions.

A key innovation introduced by the law is the clarification of procedures for initiating administrative cases related to offenses such as defamation and insult. From now on, proceedings for such violations may only be initiated based on a personal complaint from the victim. This reinforces the principle of prioritizing the rights and will of the individual in protecting their honor and dignity.

At the same time, the law stipulates that if a victim is unable to submit a complaint due to health, age, helplessness, or other valid reasons, an authorized official is required to initiate proceedings regardless of whether a written request has been submitted.

The law comes into force upon its official publication.
