Tashkent, Uzbekistan (UzDaily.com) -- Demanding from citizens such types of certificates as a certificate from a makhalla, a certificate of the absence of debt, address information and other similar documents when interacting with various government bodies leads to unnecessary bureaucracy and red tape.
Specialists of the Public Services Agency under the Ministry of Justice, in order to find out the answer to the question "which certificates are most often requested and by which state bodies", studied and analyzed citizens’ requests for issuance of certificates received during the last month at public service centers.
It turned out that during this period the following types of certificates were issued:
- that a citizen is or is not registered in a psychiatric dispensary - 39,950 certificates;
- that a citizen is or is not registered in a narcological dispensary - 35,066 certificates;
- on records of acts of civil status - 30 609 certificates;
- on a criminal record (or no criminal record) - 20 714 certificates;
- on the presence or absence of private housing in the name of a citizen - 5,421 certificates;
- address and reference information - 981 references;
- about the area of the place of residence - 12 certificates.
In accordance with the presidential decree, from 1 January 2020, a list of 28 documents was approved that are prohibited from being requested by state bodies and organizations from citizens, as well as their issuance by citizens’ self-government bodies. This was done in order to save time, nerves, financial resources of millions of citizens, as well as reduce the burden on government agencies and organizations preparing these documents.
However, the monitoring results have shown that in practice, there are still cases when various organizations and departments claim unnecessary information and information from citizens.
Monitoring has shown that these documents are mainly requested when hiring.
For example, a certificate stating that a citizen is or is not registered in a psychiatric or narcological dispensary in most cases is required when applying for work in medical associations and institutions, in the internal affairs bodies, as well as for obtaining a loan from commercial banks. For these purposes, such certificates were requested from more than 45 thousand citizens.
Of course, there are cases in the legislation when such certificates can be requested. For example, before registering a marriage, when obtaining a driver’s license, and so on.
However, the fact that certain types of certificates are not indicated as an attachment to the main document or canceled on the basis of relevant regulations still remains outside the field of vision of some government organizations.
So, the corresponding decree of the head of state from September 1 of this year canceled the procedure for requesting from citizens a certificate of conviction / no conviction and address information. They are obtained by government agencies with the permission of a citizen through interdepartmental electronic interaction.
Despite this, in practice, in September alone, about 22 thousand such certificates were requested from citizens.
The reason is simple - government agencies have not completed work on the integration of departmental systems within the timeframes set by the documents, as a result of which citizens suffer.
The analysis also showed that most often a certificate of the presence or absence of private housing on the name of a citizen is requested by local government authorities (khokimiyats) - 1,782 certificates, mahalla and family support authorities - 1,069 certificates, defense authorities - 899 certificates, internal affairs bodies - 292 certificates, cadastre authorities - 242 certificates, commercial banks - 229 certificates and employment authorities - 119 certificates.
At the same time, the cadastre authorities can send this information to the appropriate organization through the system of interagency interaction.
