Tashkent, Uzbekistan (UzDaily.com) -- Information spread on social networks that the building of the Children’s Department of Maxillofacial Surgery at the Tashkent State Dental Institute was demolished by order of the Minister of Health.

Why was the building demolished?

As part of the execution of the protocol of the meeting of the Cabinet of Ministers from 3 December 2021, the creation of the Republican Center for Endocrinology on the basis of the clinic of the Tashkent State Dental Institute was determined. It envisages an inventory of the buildings located in house No. 103 on Makhtumkuli Street in the Yashnabad district, the relocation and demolition of buildings that do not meet the requirements of urban planning and the implementation of additional construction work in their place.

What will be built here?

According to the estimate and design documentation, the site of the demolished building stipulates construction of a parking lot for the Endocrinology Center.

Why is parking needed?

The new building of the Center for Endocrinology is provided for 600 seats, the children’s and adult advisory polyclinic - for 500. On average, about 400 relatives and friends of patients will visit the institutions daily. Also, after the launch of the center, about 1000 medical workers will work here. All this requires the creation of a large and convenient parking lot for vehicles visiting the clinic on the territory of the institution, so as not to interfere with patients and medical staff.

Was the conclusion of the responsible organizations obtained during the demolition of this building?

The demolition was started after receiving a corresponding letter from the Tashkent City Department of the Cultural Heritage Agency, a technical report from LLC “Sentr Ekspertiza Kontrolnogo Obmera 110”.

Customer is State Unitary Enterprise "Tibbiyot Qurilish Engineering" under the Ministry.

Is this building listed as a cultural heritage site?

According to the data received from the Tashkent city department of the Cultural Heritage Agency, this building is not included in the list of cultural heritage sites.

Why was the conclusion of the inspection under the Ministry of Construction not received?

Based on the resolutions of the Cabinet of Ministers No. 343 of May 28, 2020 and No. 496 of August 20, 2020, the inspection under the Ministry of Construction controls only the quality of construction and installation works carried out in registered facilities upon the conclusion of a bilateral agreement.

Checking the suitability or unsuitability of objects and providing an opinion can be carried out by state or non-state organizations that have a special license from the Ministry of Construction.

LLC "Sentr Ekspertiza Kontrolnogo Obmera 110" has a similar license, which was issued on 19 December  2021.

Why wasn’t the building put up for auction for demolition?

Prior to demolition, the Children’s Department of Maxillofacial Surgery operated in this building. Due to the fact that this building was not included in the list of vacant objects of the State Assets Management Agency and was recognized as unusable according to the conclusion of Sentr Ekspertiza Kontrolnogo Obmera 110 LLC, no measures were taken to evaluate it and put it up for auction.

Where will the Children’s Department of Maxillofacial Surgery now operate?

This branch has not suspended its activities. Now it operates in full mode in another building of the clinic of the Tashkent State Dental Institute in better conditions.
