Tashkent, Uzbekistan (UzDaily.com) -- It is known that a number of reforms are being carried out to create conditions for economic growth by reliably and uninterruptedly meeting the needs of sectors of the economy and the population in natural gas and electricity, developing and modernizing the transmission system for gas and electric energy resources, as well as forming healthy competitive environment in the industry based on the best international experience.

The draft resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On changes in prices for fuel and energy resources" was submitted to the "Portal for the discussion of draft regulatory legal acts" on 31 May 2022.

First of all, the Ministry would like to thank the active citizens, the media, independent economists and experts who took part in the discussion and openly expressed their opinion on this reform.

It should be noted that on 15 June the discussion process was completed, and more than 1,100 proposals and objections were received to the draft resolution.

In particular, the largest number of proposals were received on the formation of a social norm for electricity (as well as for natural gas) in the winter.

It is shown that the main reasons are that the houses are not gasified during the heating season, the gas pressure has decreased, there are interruptions in the supply of natural gas, and the heating system of some multi-storey buildings does not meet the requirements, so it is necessary to use electricity.

There have also been proposals to increase the number of social norms.

Most of the proposals did not contain objections to the introduction of a social norm, but indicated the need to increase the size of the social norm.

Opinions were also expressed that the draft Decree did not take into account the differences in consumption in multi-apartment and individual residential buildings.

We inform you that, based on the opinions expressed by the population and comments on the draft Resolution, as well as taking into account these proposals, the following Resolution of the Cabinet of Ministers on changing fuel and energy prices has been adopted.

With the draft Resolution from 15 July 2022:

For electricity:

a) the cost of 1 kWh of electricity for the population remains unchanged, that is, 295 soums;

b) 1 kWh of electricity for the Navoi MMC, Almalyk MMC and budgetary organizations - 800 soums, for other legal entities - 600 soums.

For natural gas:

a) the cost of consumption of 1 cubic meter of natural gas for the population remains unchanged, that is, 380 soums;

b) 1 cubic meter of natural gas - 1,300 soums for the Navoi MMC, Almalyk MMC and budgetary organizations, 1,150 soums for automobile gas filling compressor stations, 1,000 soums for thermal power plants and 1,100 soums for other legal entities.

The cost of liquefied gas for the population remains unchanged, that is, 1,120 soums.

Also, in order to adapt enterprises to long-term planning, increase operational efficiency and save energy, this resolution, along with new prices for the current year, sets new prices that will come into force on 1 April 2023.

At the same time, from 1 April 2023, the following tariffs will be introduced:

a) For electricity: 

Establish 850 soums for the Navoi MMC, Almalyk MMC and budgetary organizations;

for other legal entities - 700 soums.

b) For natural gas:

for thermal power plants - 1,200 soums;

for the Navoi MMC, Almalyk MMC and budgetary organizations - 1,350 soums;

for automobile gas filling compressor stations - 1,350 soums;

for other legal entities - 1,350 soums.

It was established that the prices for fuel and energy resources, which will be set from 1 April 2023, will be indexed to the inflation rate when revised in the coming years, and from 2026 they will be transferred to the wholesale markets of electricity, natural and liquefied gas and will be freely formed. 

Based on the opinion expressed by the population on the draft resolution submitted for discussion, we inform you that the draft resolution is in the process of studying the “social norm” by the working group, which should be introduced for the population. 

Based on the opinions and comments of the population on the draft Resolution submitted for discussion, experts are reviewing the implementation of the “social norm” provided for the population in the draft Resolution, and the prices for the population have been left unchanged.
