Ministries Granted Authority to Issue Regulations Without Government Directives

Tashkent, Uzbekistan (UzDaily.com) — On 5 September, President Shavkat Mirziyoyev emphasized the need to strengthen initiative and accountability among leaders in the implementation of reforms.

Minister of Justice Akbar Tashkulov told Uzbekistan 24 that a significant portion of regulatory documents is currently approved by the Cabinet of Ministers, while ministries and agencies have limited involvement in their development and execution. “As a result, their responsibility is low,” he said.

According to a presidential decree, ministries and agencies responsible for state policy in their designated areas will gain the authority to independently issue departmental regulatory legal acts. “They are granted the right to make decisions within their competence without waiting for directives from the government or the president. This will reduce the workload of the government by approximately 30%,” the minister said.

Tashkulov noted that the areas in which powers are distributed between ministries, the government, and parliament have already been defined. He stressed that this system will ensure the development of policy in the respective sectors.

Procedures for adopting and registering documents will be simplified, and approval timelines will be halved.

In July, the presidential press service reported that ministries and agencies would gain greater autonomy, enabling them to issue regulations within their authority without unnecessary bureaucracy.

The Ministry of Justice, in turn, intends to ensure that new documents comply with international standards.
