Milliy Tiklanish faction discuss issues of improving control over execution of budget legislation

MPs, heads and specialists of ministries and departments, experts and specialists participated at the roundtable, the press service of the party said.

Head of the faction of Milliy Tiklanish Sarvar Otmuratov said that President of Uzbekistan Islam Karimov said at the joint session of the chambers of oily Majlis on 23 January 2015 that it is important to introduce modern methods of parliamentary control to activities of both chambers of the parliament, including on issues of forming and execution of the state budget.

It was underlined that Uzbekistan carries out measures on gradual improving budget legislation. The country created the system of legal regulation of the budget process. Budget Code was developed in the country.

Sarvar Otmuratov underlined that Budget Code was introduced into force from 1 January 2014. The Government was entrusted to monitor and analysis efficiency of Budget Code in 2014-2015 to develop proposals to improve some norms of the Code. The working group on monitoring and analyzing execution of norms of Budget Code was created.

At the event, it was noted that control over formation and execution of the state budget, budgets of the state targeted funds are one of important forms of parliamentary control. The event is aimed at studying work, conducted by the ministries and departments, state bodies in places on monitoring execution of the norms of the Budget Code, which is main document to manage and regulate public finances.

During preparations to the event, the working group and Ministry of Finance receives and analyzed information on monitoring of implementation of the Budget code. The reports of officials in this direction were considered at the event.

The participants familiarized with the results of ordering budget process, targeted and efficient use of budget resources based on main norms and articles of the Budget Code, opinions, recommendations, as well as proposals of the participants of the budget process.

MPs, members of faction of Milliy Tiklanish, based on election platform of the party, exchanged opinion on role and advantages of the Budget Code in forming, consideration, adoption, execution of the budgets of various levels. They made several proposals on conducting parliamentary control over execution of the stage budget each quarter, which is unique practice of national budget system.

The participants discussed issues of adhering to the Budget Code, forming income and expenses of budget, correct formation of expanses of the budge organization, and ensuring transparency of the budget.

The faction member said that it is necessary to ensure active participation of MPs in conducting parliament control based on new requirements and proposed to implement joint events on controlling efficient use of the state budget and further developing cooperation with the committees of the Legislative Chamber.

Members of Milliy Tiklanish expressed opinion and proposals on improving control over execution of the budget legislation.

Akmal Umrzokov, member of Milliy Tiklanish, said that the roundtable participants discussed works on improving execution of the budget legislation and implementing norms of the Budget Code, which was introduced for two years as an experiment. He said that the preliminary results of monitoring of the execution of the Budget Code were discussed.

Members of faction attracted attention to novelty, in line with which local Councils of People’s Deputies each quarter consider execution of local budget and propose recommendation on further its improvement.

It was underlined that this will ensure stability and growth of income and decreasing of local budget from subventions and increase control over execution of local budgets.

Members of Milliy Tiklanish faction also expressed opinion that MPs should actively participate in improving control over execution of the budget legislation, strengthening role of committees, factions of political parties and MPs Groups in execution of the state budget.
