Tashkent, Uzbekistan (UzDaily.com) -- On 8 September 2020, meetings of the committees of the Senate of the Oliy Majlis were held in the form of video conferencing. During the meetings, the issues were preliminary discussed, which are supposed to be considered at the seventh plenary session of the upper house of parliament.
They were attended by members of the Senate, officials of ministries and departments, experts and representatives of the media.
At a meeting of the Senate Committee of the Oliy Majlis on Budget and Economic Reforms, the information of the Minister of Finance of the Republic of Uzbekistan on the execution of the State Budget of the Republic of Uzbekistan in the first half of 2020 was preliminary discussed.
It was noted that the implementation of the State budget of the Republic of Uzbekistan in the first half of 2020 was aimed at ensuring the implementation of budget parameters established by the Law "On the State Budget of the Republic of Uzbekistan for 2020", decrees and resolutions of the President on countering the spread of coronavirus infection, overcoming the consequences of the global crisis, and also resolutions of the Government and the Anti-Crisis Commission.
Due to the impact on the country’s economy of the slowdown in the growth of the global economy in the first half of 2020, the volume of GDP in current prices made up 255.3 trillion soums or 0.2% compared to the same period last year.
As a result of the adoption of measures aimed at preventing the spread of coronavirus infection in the country, the execution of state budget revenues for 6 months of 2020 reached 58.2 trillion soums or 45.3% in relation to the approved annual parameters. During the reporting period, an increase in the inflow of funds was achieved by 15% compared to the same period last year.
In addition, the results of parliamentary inquiries sent to the Cabinet of Ministers of the Republic of Uzbekistan regarding problems in the construction of affordable housing and providing the population with natural gas were considered.
Senators expressed their opinions on these issues.
At the meeting of the Senate Committee of the Oliy Majlis on judicial and legal issues and combating corruption, the focus was on the laws "On international commercial arbitration", "On amendments to some legislative acts of the Republic of Uzbekistan in connection with improving the activities of Kengashes of people’s deputies", "On amendments and additions to some legislative acts of the Republic of Uzbekistan ”.
It was noted that the adoption of the Law "On International Commercial Arbitration" will allow the development of arbitration proceedings in Uzbekistan as an important institution of civil society, which is an alternative method for resolving disputes, and also contributes to the creation of the necessary conditions for protecting the rights and legitimate interests of entrepreneurs in the field of foreign economic activity.
In addition, the Law "On Amendments to Certain Legislative Acts of the Republic of Uzbekistan in Connection with the Improvement of the Activities of the Kengashes of People’s Deputies" envisages the creation of the Secretariat of the Kengash of People’s Deputies as an independent legal entity in order to provide regional, district, city Kengashes of People’s Deputies with effective deputy control over the activities government agencies.
It was also noted that the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan" introduced amendments and additions to 17 laws, including 8 codes and 9 laws.
During the meeting of the Senate Committee of the Oliy Majlis on Defense and Security Issues, the issue of the formation of Yangikhayot district as part of the city of Tashkent and changing the borders of the city of Tashkent and Tashkent region, as well as the formation of Davlatabad district as part of the city of Namangan, Namangan region, was considered.
It was emphasized that 2,131.2 hectares of land in Tashkent and 2,288.4 hectares in the Tashkent region were allocated for the formation of a new Yangikhayot district, a total of 4,419.6 hectares, the borders of the Tashkent region and the city of Tashkent were agreed.
Davlatabad district is formed on 4686 hectares (26%) of the territory of the city of Namangan, which is 4.2 times more than the territory of Davlatabad district that existed before 2004.
At a meeting of the Senate Committee of the Oliy Majlis on Science, Education and Health, the Law "On the Rights of Persons with Disabilities" was discussed. It was noted that this Law regulates all the rights of persons with disabilities, it provides equal opportunities for persons with disabilities to participate in all spheres of life on an equal basis with other members of society without discrimination on the basis of disability.
Based on international standards for creating conditions for persons with disabilities, the Law reflects such new terms that did not previously exist in national legislation, such as “discrimination on the basis of disability”, “non-governmental non-profit organizations of persons with disabilities”, “habilitation”, “sign language interpretation” , "Deaf technical means", "typhlotechnical means".
In addition, the law "On the prevention and treatment of narcological diseases" was also considered. It pays special attention to the prevention of drug addiction diseases, systemic measures in this direction.
The issue of sending a parliamentary request to the Cabinet of Ministers of the Republic of Uzbekistan on the state of measures taken for the development of scientific activity was also discussed.
At the center of the discussion at the meeting of the Senate Committee of the Oliy Majlis on Women and Gender Equality was the issue of sending a parliamentary request to the Cabinet of Ministers of the Republic of Uzbekistan on the conditions created for the development of women’s entrepreneurship in Uzbekistan.
It was noted that the problems arising in the development of women’s entrepreneurship in Uzbekistan and the issues of compliance with legislation in this area were studied by the Senate Committee of the Oliy Majlis on Women and Gender Equality on the example of the city of Tashkent and Tashkent region.
In 2019-2020, more than 108,780 individual entrepreneurship entities were created by women. However, during this period, 115,920 women entrepreneurs ceased their activities. This trend creates problems for women, associated, for example, with unemployment.
At a meeting of the Senate Committee of the Oliy Majlis on Agrarian, Water Management and Ecology, the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan in order to increase the efficiency of the use of agricultural land and forest resources" was considered.
It was noted that this Law introduces appropriate changes and additions to the Code of Administrative Responsibility and the Land Code of the Republic of Uzbekistan, as well as the laws “On Farming”, “On Dekhkan Economy”, “On Pastures”, “On Forest”, “On Protected Natural territories ".
The relevant decisions of the Senate committees were adopted on the issues considered.
