Tashkent, Uzbekistan (UzDaily.com) - A meeting of the Kengash of the Senate of the Oliy Majlis of the Republic of Uzbekistan was held. It was attended by members of the Senate, heads of relevant ministries and departments, as well as representatives of the media. The meeting was chaired by the Chairman of the Senate of the Oliy Majlis Tanzila Narbaeva.
A number of issues were discussed during the meeting. In particular, the results of the study in the Tashkent region of the state of provision in accordance with the Land Code of the Republic of Uzbekistan of guarantees of rights to land plots are considered.
It was noted that this issue was studied by the Senate Committees on Budget and Economic Reforms and Agrarian, Water Management and Environment.
In Tashkent region, along with the significant work done to ensure the rights of business entities and citizens to land plots, the targeted use of land, certain shortcomings were made in this direction.
In particular, when studying in the field of ensuring guarantees of rights to land plots, it was revealed that in 9614 cases, 1618 hectares of land were occupied without permission.
In Kibray, Kuyichirchik, Akhangaran, Parkent, Yukorichirchik and Bostanlyk districts, the requirements of the Land Code were also not met when allocating land to business entities by the decision of the regional khokim, and the use of the allocated land by entrepreneurs was not controlled at the proper level.
In addition, no measures were taken to compensate for the damage caused before the seizure of land plots for state and public needs, and the losses caused to some persons have not yet been fully compensated.
At the meeting of the Kengash of the Senate, information was heard from the heads of khokimiyats and relevant ministries and departments on the facts given in the certificate prepared based on the results of the study. The heads of the regional khokimiyat and the relevant ministries and departments were instructed to consider the issue of officials who made serious mistakes and shortcomings, and to take appropriate measures against them.
The meeting also considered the results of studying the formation and effectiveness of the use of funds from some off-budget target funds.
It was noted that in 2018-2020, 93.3 billion soums were spent from the fund to ensure transparency and fairness of tests. Despite this, in the 2019-2020 academic year, applicants who applied for participation in test trials were charged extra payments in the amount of 896.4 million soums. Funds in the amount of 30 billion soums were placed on deposits of commercial banks on the basis of agreements concluded directly without an electronic selection system.
In addition, purchases in the amount of 11.2 billion soums were carried out without complying with the requirements of the Law on Public Procurements.
In 26 district (city) employment centers, 259.5 million soums have been unnecessarily spent from the Public Works Fund in comparison with the cost estimate for the implementation of paid public works in 2020.
Employment centers illegally issued funds from the fund in the amount of 93 million soums to citizens who were not actually recognized as unemployed and were actually employed. Over the past 2 years, more than 10 billion soums of the fund have been spent illegally.
The meeting also discussed additional measures that need to be taken to eliminate the consequences of the technogenic phenomenon that occurred at the dam "Sardobinskoe reservoir" in Syrdarya region.
It was noted that the residents of Sardoba, Akaltyn and Mirzaabad districts who suffered from the man-made phenomenon received the necessary assistance.
Members of the Senate also went to the scene to study the situation on the basis of appeals from business entities and citizens. The Senate of the Oliy Majlis has taken this issue under constant control.
In April of this year, in Syrdarya region, the Government Commission calculated the amount of funds necessary to compensate for the damage caused to business entities specializing in fishing, livestock and poultry farming, as well as for the construction and repair of irrigation and reclamation networks (126 billion soums).
Kengash of the Senate approved the proposal for a phased allocation of the required funds from the republican budget of the Republic of Uzbekistan.
At the meeting, the relevant resolution of the Kengash of the Senate of the Oliy Majlis of the Republic of Uzbekistan was adopted on the convocation of the fifteenth plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan on May 28, 2021.
At the plenary session, which will take place over two days (on 28-29 May) in the form of videoconference, it is planned to consider a number of issues. In particular, it is planned to discuss the laws "On transport", "On precious metals and precious stones", "On the establishment of the Day of workers of culture and art of the Republic of Uzbekistan", "On amendments and additions to the Electoral Code of the Republic of Uzbekistan" and a number of other laws.
In addition, the issue of the Strategy for Achieving Gender Equality in the Republic of Uzbekistan until 2030 will be considered and the reports of the Cabinet of Ministers on the implementation of the State Budget of the Republic of Uzbekistan at the end of 2020 and the first quarter of 2021 will be heard.
At the plenary session, it is planned to consider issues on sending parliamentary requests to the Cabinet of Ministers regarding current problems in providing work for graduates of educational institutions, on the state of implementation of measures aimed at recovering and developing tourism after the coronavirus pandemic, as well as other issues.
