The Asian Development Bank (ADB) allocated technical assistance for US$3 million within the joint project with the Government of Uzbekistan on creation of the International Solar Energy Institute.
The Government of Uzbekistan agreed with the proposal of the Council of the Institute, Uzbekistan Art Academy and Uzbekenergo on foundation of the International Solar Energy Institute as an independent legal entity in form of limited liability company.
The primary founders of the Institute are Uzbekistan Art Academy with the stake of 51% in the charter capital, which is formed due to handed over building, and Uzbekenergo with the share of 49%, which is formed due to money resources and equipment, transferred to the Institute.
The resolution said that the number of founders can be increased in future if international and foreign governmental organizations, financial institutions, funds, scientific and research centers, investors, enterprises and other structures express interest.
The Council of the Institute in cooperation with the Ministry of Finance, Ministry of Foreign Economic Relations, Investment and Trade carry out regular work on attracting financial resources of the international and foreign governmental institutions, scientific and research centers, as well as other donors.
The State committee on privatization, demonopolization and development of competition of Uzbekistan in cooperation with Uzbekistan Art Academy and Tashkent city administration were entrusted to assess the value of the building in Tashkent city and handed over to the Institute.
The building will be reconstructed. The single customer service under Uzbekistan Art Academy is set as customer of the project. ToshuyjoyLITI will be general design organization and BITI-Production is general contractor of the project. The customer and general design organization were entrusted to develop documentation of reconstruction works till 1 February 2014.
Uzbekenergo should allocate necessary funds to reconstruct the building and purchase of equipment, tools, furniture and electronics for the Institute.
The Institute and Uzbekenergo were entrusted in cooperation with Uzstandard agency to develop and approve a plan of measures on national and international accreditation of laboratory of testing photoelectric modules.
