Measures adopted to radically improve the system of freight and passenger traffic
Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a decree “On measures to fundamentally improve the system of freight and passenger traffic.”
The document was adopted in order to further improve the organization of transport services, create a competitive environment and favorable conditions for the activities of carriers of all forms of ownership, as well as increase the transport and transit potential of the republic.
According to the document, from July 1, 2019, the procedure for paying state duty for issuing license cards for towing vehicles used for international transport is canceled.
Also from July 1, mandatory certification of imported new cargo and special motor vehicles produced in the European Union countries that meet the requirements of Euro-5 and Euro-6 environmental classes, as well as trailers and semi-trailers used for the carriage of goods by road is canceled.
Mandatory certification of freight forwarding services is canceled.
The head of Uzbekistan also canceled the requirement for a cash register in vehicles used for the carriage of passengers, subject to the availability of a check or electronic fixation of the passenger’s fare, as well as the requirement to pass certification for compliance with the qualification requirements:
- individual entrepreneurs engaged in the carriage of goods by road;
- the head of the legal entity, subject to the presence in the state of the enterprise of a separate unit of a specialist responsible for the operation of vehicles and ensuring transport safety,
- and also certified in the prescribed manner;
- The requirement for the availability of vehicles on the balance of legal entities when obtaining a license to carry out activities for the transport of passengers and goods by road is canceled.
The President instructed to reduce, from April 1, 2019, the state duty rate for certifying a lease agreement between legal entities and individuals twice against the current one.
The Ministry of Transport, together with the Ministry of Internal Affairs, the State Customs Committee and the State Tax Committee of the Republic of Uzbekistan, before July 1, 2019, was entrusted with ensuring the creation of a single interactive information system UzTrans, including the possibility of:
- functioning of the personal office of licensees;
- automatic quarterly distribution of foreign and / or multilateral permits for international road transport among national carriers;
- receiving and processing applications for license applicants
- the right to carry out activities of urban, suburban, intercity, international transport of passengers and goods by road, foreign and / or multilateral permits for international road transport, as well as permits to use the TIR Carnet (CARNET TIR) in accordance with the Convention on the International Carriage of Goods by TIR Carnets (Geneva, November 14, 1975), indicating the stages of consideration of the application;
- registration and accounting of lease agreements of motor vehicles concluded between licensees and individuals.
The procedure is established in accordance with which from July 1, 2019:
- payment terminals, taximeters and radio communication devices required for linear taxis can be replaced with devices with special applications that provide functions of replaceable devices (cell phones, tablets, electronic payment systems);
- it is allowed to impart the required color to a linear taxi by using self-adhesive materials without the need for painting;
- Passenger cars used as linear taxis and equipped with single external and internal signs can move along a special lane of route vehicles, as well as stop in the area of the “Stop prohibited” sign;
- an application for obtaining foreign / multilateral permits for international road transport is considered within one working day from the date of receipt of the application.
