The document was adopted to improve system on organization of city passenger transport, improve safety and quality of passenger transportation, ensure rational and effective use of buses, strengthen financial-economic conditions of transport organizations, introduction of modern information-communication technology in passenger transportation management.
According to the presidential resolution, important tasks and directions of improving system on organization of city passenger transportation:
- to carry out systematic study of passenger flow at all types of city public transport in Tashkent city to increase efficiency of passenger transportation, further optimization of bus routers, determine rational number of vehicles for passenger transportation;
- introduction of principally new system of exploitation of transport fleet, which envisages use of large- and medium-capacity buses in one route based on intensity of passenger flow in various times of day and optimize scheme of city and suburb routes with moving final stations to Tashkent ring road with construction of passenger stations, as well as create parking stations for suburb routes to create additional comfort to passengers;
- introduction of modern information-communication technologies to manage public city transportation to public transportation system to ensure set schedules and interval of public transports move, introduction of GPS system to control movement of vehicles;
- improve efficiency and profitability of financial-economic activities of the public transportation enterprises, decrease production and non-production expenses, effective use of fuel-lubricant materials, ensure recovery of transport vehicles;
- improvement of the system of material stimulation of employees of transportation companies, aimed at increasing share of incentive payments to the base tariff rate.
Uzbek leader entrusted the Cabinet of Ministers of Uzbekistan to adopted a complex programme of measures on further improving system of organization of passenger transportation in Tashkent for 2014-2015.
From 1 January 2014, it is banned to duplicate routes of buses and bus taxis. The bus companies will create special groups on transportation of passengers with bus taxis.
From 1 January, it is prohibited to use rented automobiles (buses and micro-buses) of individuals at city public transport system.
Special attention will be paid to improve system and order of passenger transportation by private bus taxis. The document said that the strict rules for passenger transportation by private bus taxis will be set.
The Cabinet of Ministers of Uzbekistan was entrusted to develop a special regulation on passenger transportation by private bus taxis.
Uzbek leader entrusted the Department on licensing and coordinating movement of all passenger transport of Tashkent city administration to analyze passenger flow in Tashkent city and optimize number of vehicles and work time of buses.
Islam Karimov ordered to liquidate Toshshahartranshizmat Association and its companies – Toshavtobustrans and Toshpasremservis, as well as Toshlelektrotrans.
Toshshahartranshizmat open joint stock company will be founded on their bases, which will include bus companies and Toshkent metropoliteni.
The resolution said that some buildings of Toshshahartranshizmat will be realized.
The resources, raised from realization of buildings of Toshshahartranshizmat, will be directed to cover expenses related to expanses connected with assessment and realization of the objects, and repayment of loan of the Fund for Reconstruction and Development of Uzbekistan. The loan was attracted to purchase 400 buses of Mercedes-Benz Conecto Low Floor model.
