Masdar and EUDC to explore development of gigascale 24/7 renewable energy project in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) — Abu Dhabi Future Energy Company PJSC – Masdar, a global leader in clean energy, has signed a cooperation agreement with Emirates Utilities Development Company (EUDC) and the Ministry of Energy of the Republic of Uzbekistan to develop a gigascale renewable energy project providing round-the-clock power in Central Asia. 

The partnership combines Masdar’s expertise in clean energy with EUDC’s platform for developing utility infrastructure, supporting Uzbekistan’s ambitions in clean energy through robust cross-border collaboration.

The agreement documents were exchanged during a ceremony at Abu Dhabi Sustainability Week (ADSW) 2026 with the participation of Suhail Mohamed Al Mazrouei, UAE Minister of Energy and Infrastructure; Jamshid Khodjaev, Deputy Prime Minister of Uzbekistan; Jurabek Mirzakhmudov, Minister of Energy of Uzbekistan; and Mohamed Jamil Al Ramahi, CEO of Masdar. The signing was conducted by Jahongir Obidjonov, Chairman of JSC “Uzbekenergosotish”; Abdulaziz Alobaidli, then Chief Operating Officer of Masdar; and Engineer Yousif Ahmed Al Ali, CEO of Etihad Water & Electricity (EtihadWE), the parent company of EUDC, and Chairman of EUDC.

The planned project is expected to provide up to 1 gigawatt of baseload capacity, with JSC “Uzbekenergosotish,” a state-owned company, acting as the offtaker. The announcement marks exactly one year since Masdar launched the world’s first 24/7 solar-plus-storage gigaproject at ADSW 2025.

Together with Masdar and the Ministry of Energy of Uzbekistan, we will explore the potential of a gigaproject that supports the country’s clean energy ambitions and demonstrates how strong partnerships can scale dependable renewable energy sources.”

The project will complement Masdar’s portfolio in Uzbekistan, where total installed capacity of renewable energy projects is around 2 GW, with investments exceeding US$2 billion. In November 2025, Masdar signed a Battery Services Agreement with JSC “Uzbekenergosotish” to build the country’s largest standalone energy storage system of 300 MW / 600 MWh in Navoi region.

Masdar has also committed to a solar-plus-storage gigaproject in the UAE. In partnership with Emirates Water and Electricity Company (EWEC), the company is developing a 5.2 GW solar power plant integrated with a 19 GWh battery storage system—the largest and most advanced of its kind globally, located in Abu Dhabi.

In May 2025, Masdar signed a cooperation agreement with Kazakhstan’s sovereign fund Samruk-Kazyna to explore a 24/7 renewable energy project with up to 500 MW of baseload capacity.

Such 24/7 energy projects are transforming the renewable sector by overcoming intermittency, delivering gigawatt-scale baseload power at globally competitive tariffs, and creating a model that can be applied internationally to meet the growing demand for reliable clean energy.

The CIS region represents a strategic market for Masdar as the company aims to reach a global portfolio capacity of 100 GW by 2030. In addition to Uzbekistan, Masdar is actively operating in Azerbaijan, Kazakhstan, and other countries.
