Tashkent, Uzbekistan (UzDaily.com) -- At a plenary session of the Senate, the Law "On amendments and additions to some legislative acts of the Republic of Uzbekistan in connection with the improvement of the management system of apartment buildings" was considered.
According to the analysis, over the past five years, in the field of maintenance and operation of multi-apartment housing, as a result of examining more than 37 thousand apartment buildings for compliance with safety regulations, in more than 61 thousand cases, unauthorized structures erected by property owners in the housing stock and adjacent territories were identified.
However, there are a number of difficulties with the submission of materials of such content to the courts due to the fact that when applying to the courts for the forcible removal of illegal buildings, due to the fact that the advance payment of the state fee is determined.
During the discussions, the senators noted that the current legislation exempts homeowners associations from taxation in the case of the provision of land improvement services adjacent to apartment buildings and other services provided to the population, but these benefits are not applied to managing organizations, which creates various disagreements.
In order to eliminate these gaps, this Law introduces appropriate amendments and additions to the Code of Administrative Liability, the Tax Code and the Law “On State Duty”.
As a result of the implementation of this Law, the prevention of violations in the field of public utilities, including the maintenance and operation of apartment buildings, as well as the creation of conditions for the safe living of the population, will be achieved.
At the same time, it will be possible to improve the architectural appearance of settlements and raise the standard of living of the population.
The law was approved by the senators.
