Major Corruption Scheme Uncovered in Khorezm Region: Nearly 60 Officials Combined Public Service with Business

Tashkent, Uzbekistan (UzDaily.com) — A significant corruption scandal has been uncovered in Khorezm Region involving widespread violations of the law “On Public Civil Service.”

According to the Anti-Corruption Agency, nearly 60 regional civil servants were simultaneously holding positions in private businesses, a direct violation of Uzbek legislation.

Despite an overall 34% reduction in corruption offenses in the region in 2025 compared to 2024, the situation within local authorities remains concerning.

Akmal Burhanov, Director of the Agency, stated that inspections across regional, district, and city administrations revealed that about 60 senior officials were officially registered as founders or held managerial positions in commercial enterprises.

The law “On Public Civil Service” explicitly prohibits officials from engaging in entrepreneurial activities, establishing business entities, or holding organizational and managerial roles in them.

In 2025, 12 individuals were already held administratively accountable for such violations and conflicts of interest; however, the newly uncovered cases indicate a systemic problem.

Following the inspections, proposals were submitted to the National Anti-Corruption Council to take strict measures against more than ten responsible officials who allowed these violations.

Experts emphasize that attempts by officials to “sit on two chairs” not only break the law but also create fertile ground for shadow schemes and unfair competition in the region.
