Tashkent, Uzbekistan (UzDaily.com) -- In recent years, despite the creation of a legal framework to strengthen the control powers of local Kengashes, as well as the establishment in the laws of reporting of khokims, his deputies, heads of prosecution, justice, internal affairs and health authorities to the relevant Kengashes, the organization of the implementation of these works, the creation of conditions for sustainable activity of Kengashes does not give the expected results. This is due to the lack of units to provide assistance in the organizational activities of the Kengashes of People’s Deputies. This task was entrusted to the administration of the khokimiyats (organizational and control groups).

Based on this, on 21 August 2020, at a regular meeting of the Legislative Chamber of the Oliy Majlis, a draft law "On Amendments to Certain Legislative Acts in Connection with Improving the Activities of Kengashes of People’s Deputies" was considered, introduced by the deputies on the basis of the right of legislative initiative.

The bill provides that organizational, technical and other services for the activities of the regional, district, city Kengash of people’s deputies are provided by the relevant secretariat of the Kengash of people’s deputies. The Secretariat is a legal entity and its activities are financed from the relevant local budget.

According to the deputies, by creating a structure directly supporting the activities of regional, district, city Kengashes of people’s deputies, non-specific tasks of the khokimiyat will be eliminated.

At the meeting, the draft law was approved and sent to the Senate.
