Tashkent, Uzbekistan (UzDaily.com) — At a session of the Legislative Chamber, deputies reviewed the response of the Minister of Construction and Housing and Communal Services to a parliamentary inquiry regarding the maintenance and improvement of green spaces, children’s and sports playgrounds near apartment buildings, as well as measures to prevent illegal occupation of adjacent territories.

According to the ministry, the country has 44,280 apartment buildings, of which 39,859 are managed by 971 management organizations, and 851 buildings are overseen by 241 homeowners’ associations.

In accordance with the Presidential Decree of August 15, 2023, boundaries have been established for land plots adjacent to 40,735 apartment buildings, and local khokimiyats have issued decisions to transfer these plots into permanent use for property owners. These areas include 9,937 children’s playgrounds, 2,385 public toilets, nearly 285,000 linear meters of irrigation networks, and approximately 7.8 million square meters of sidewalks.

Between 2017 and 2024, 2,777 children’s playgrounds and 386 public toilets were built, 92,000 linear meters of irrigation networks were repaired, and 1.5 million square meters of sidewalks were renovated. Plans for 2026–2030 include constructing 1,656 children’s playgrounds, 474 public toilets, 176,000 linear meters of irrigation networks, and 1.7 million square meters of sidewalks.

Apartment management bodies actively participate in landscaping under the “Yashil Makon” project. Just this spring, nearly 249,000 fruit and ornamental trees and shrubs were planted.

During monitoring activities conducted in 2025, 1,952 cases of illegal construction on residential plots were identified. Of these, 738 violations have been addressed, and lawsuits have been filed for 1,214 cases.

In the first nine months of the current year, the ministry received 1,807 appeals from citizens and organizations, most of which relate to apartment management. All submissions are analyzed and practical measures are implemented.

Deputies acknowledged the ministry’s work and made recommendations to strengthen measures preventing violations and to accelerate the transfer of land plots to apartment owners. They also emphasized the need for continuous maintenance of green spaces after improvement works.

The minister’s response was taken into consideration. The parliament will continue to exercise ongoing oversight over the implementation of activities in this area.
