Tashkent, Uzbekistan (UzDaily.com) -- On 18 November 2020, the National Center of the Republic of Uzbekistan for Human Rights, in cooperation with UNDP and the Regional Office of OHCHR and in cooperation with the Tashkent State University of Law, began a series of human rights training sessions for heads of law enforcement agencies in the format of webinars.
These classes, conducted by international and national experts under the program "Inson Qadr-Kimmati - Eng oliy Qadriyat", are aimed at deepening knowledge of the content of international human rights standards, as well as the skills and abilities of applying these standards in the management of law enforcement.
As noted in the welcoming speech of the director of the National Center for Human Rights Akmal Saidov, the idea of such seminars on human rights for heads of law enforcement agencies and judges was expressed by the President of Uzbekistan Shavkat Mirziyoyev at a meeting with judges in June 2020.
The adoption of the National Human Rights Strategy of the Republic of Uzbekistan in June 2020 raised the issues of human rights education, including for civil servants, to the level of state policy. Only considering human rights as an integral part of the professionalism of a civil servant, Uzbekistan will fully comply with international obligations in the field of rights, thereby strengthening the international image of the country.
One of the most important tasks of fulfilling international human rights standards for our republic is not only the implementation of the provisions of international treaties at the level of legislation, but also their implementation in the daily practice of law enforcement agencies. Taking this into account, the webinars are held in an interactive form, that is, in constant dialogue with the participants and are aimed at increasing the level of responsibility of managers for their work.
Also noteworthy is the selection of international experts who have experience of working in the UN human rights treaty bodies and law enforcement agencies of their countries, which gives each lesson a practical importance.
The cycle of webinars will be held in two stages during November-December 2020 and will cover the heads of the judicial and law enforcement agencies and their educational institutions. The training will be completed by testing, as a result of which certificates will be awarded.
The webinar organizers are confident that they will be useful and effective and provide an opportunity to improve the quality of law enforcement management.
