Laws on ratification of international treaties discussed in advance

Tashkent, Uzbekistan (UzDaily.com) -- On 31 January 2022, a meeting of the Committee of the Senate of the Oliy Majlis of the Republic of Uzbekistan on international relations, foreign economic relations, foreign investment and tourism was held. It was attended by members of the Senate, representatives of interested ministries and departments, specialists, as well as media workers.

Issues envisaged for consideration at the regular 23rd plenary session of the Senate of the Oliy Majlis were preliminarily discussed at the meeting.

In particular, the Law “On Ratification of the Convention of the International Labor Organization No. 167 on Safety and Health in Construction (Geneva, on 20 June 1988)”, the Law “On Ratification of the Agreement on Cooperation of the CIS Member States to Prevent and Suppress the Use of False Trademarks and geographical indications (Minsk, on 28 May 2021)”, as well as the issue of creating a Commission of the Senate of the Oliy Majlis of the Republic of Uzbekistan on cooperation with the National Assembly of the Republic of Korea.

The senators also considered the report of the Cabinet of Ministers on the results of the implementation of the State Program "Year of Youth Support and Public Health Promotion". It was noted that colossal work had been done, the targets set in the program had been achieved. At the same time, the senators stressed the importance of completing and speedy completion of certain items of the State Program, for which the deadlines for execution have been extended.

During the meeting, it was noted that the main goal of ILO Convention No. 167 is the continuous improvement of occupational safety and health conditions to prevent injuries, occupational diseases and deaths in the construction industry.

It was emphasized that most of the norms and provisions of the Convention had already been implemented in national legislation.

The senators expressed the opinion that the ratification of this ILO Convention contributes to the improvement of national legislation and the effective implementation of international standards on safety and health in the construction industry.

Members of the Senate Committee also discussed in detail the law of ratification of the Agreement on Cooperation of the CIS Member States to Prevent and Suppress the Use of False Trademarks and Geographical Indications. It was noted that the purpose of the Agreement is to create conditions that allow cooperation in preventing, detecting and suppressing the facts of production and sale of goods bearing false trademarks and geographical indications, as well as the movement of such goods across the state borders of the CIS countries.

It was emphasized that the parties would regularly exchange information on the legal acts governing issues under this Agreement, identified by the competent authorities in cases of production and sale of goods bearing false trade and geographical indications.

During the discussion, it was noted that with the ratification of the Agreement, the relevant state departments will be entrusted with additional tasks and functions for legal protection and customs control. The document will help to improve the coordination of efforts of the relevant bodies of the CIS states, the protection of consumer rights and intellectual property rights.

In addition, the senators considered the issue of forming the Commission of the Senate of the Oliy Majlis of the Republic of Uzbekistan on cooperation with the National Assembly of the Republic of Korea.

Thus, it was noted that the state visit of the President of the Republic of Uzbekistan Shavkat Mirziyoyev to the Republic of Korea, which took place on 16-18 December 2021, became a new milestone in relations between the countries.

It was emphasized that as a result of the visit, breakthrough and large-scale agreements were reached, a number of agreements were signed in the field of economy, education, medicine, energy, automotive, culture, etc. Special attention was paid to further strengthening inter-parliamentary relations as an important element of people's diplomacy.

At the same time, the senators noted the importance of ensuring systematic parliamentary control over the implementation of the agreements reached during high-level visits, consolidating the efforts of ministries and departments in this direction and promptly resolving emerging problems. In this regard, the initiative to create a Commission of the Senate of the Oliy Majlis of Uzbekistan on cooperation with the National Assembly of the Republic of Korea was unanimously supported.

The main tasks of this structure should be the exchange of experience in the field of legislative and control activities of the Parliament, the study of the effectiveness of projects financed by South Korean financial institutions, the consideration of proposals from ministries and departments on investment projects planned for implementation with South Korea, strengthening interaction with local representative bodies and promoting their development, increasing their role in the formation of civil society, strengthening the political, economic, socio-cultural cooperation, promotion of environmental sustainability and more.

As a result of the meeting, the appropriate decision of the Committee was adopted.
