Kusherbayev Slams Tashkent Hokimiyat Policies
Tashkent, Uzbekistan (UzDaily.com) — Former member of parliament Rasul Kusherbayev has sharply criticized the actions of the Tashkent city administration in a video address, accusing it of undermining public trust in government institutions and the rule of law.
He said many citizens are afraid to openly speak about the actions of the authorities, but he decided to exercise his right to freedom of speech. According to Kusherbayev, the current policies of the capital’s administration are eroding public confidence in both the authorities and the legal system.
The former lawmaker highlighted several problems, including what he described as a hostile attitude toward environmental protection, the cutting of trees, the shutdown and removal of electric vehicle charging stations, the dismantling of legally installed bus-stop retail kiosks and decisions being taken without court rulings.
“All this means that the current hokim and his team will remain in history as the worst hokim and the worst team. Tashkent has never seen such a hokim — a violator of laws and the Constitution,” he said, comparing the current leadership with former Tashkent mayor Jahongir Artikkhodjaev, who, according to Kusherbayev, maintained dialogue with residents and answered journalists’ questions.
He also criticized the financial burden placed on citizens and entrepreneurs. “You promote it as something ‘for the benefit of the people.’ If you truly thought about the people, would you be marking streets and turning it into a system for making money?” he said.
Kusherbayev also focused on the environmental situation in Tashkent. According to him, promises made in 2023 to make the city greener and more environmentally friendly have not been fulfilled.
“Where is that promise? The city has turned into a region with some of the worst environmental conditions, with polluted air and growing allergic diseases. The best green zones have been handed over for construction,” he said.
As a possible solution, Kusherbayev proposed introducing a system of direct elections for city mayors, which he believes would help bring more law-abiding and accountable leaders to power.
