Kazakhstan and Uzbekistan Begin Implementation of Strategic Logistics Hub

Tashkent, Uzbekistan (UzDaily.com) — An EPC contract has been signed in Tashkent for the construction of the first phase of the Multipurpose Modern Logistics Center (MMLC) in Tashkent Region, one of the largest private infrastructure projects in Central Asia.

The agreement was concluded between the joint venture Silkway CA LLC and China Railway Construction Engineering Group and provides for a turnkey implementation — from design and equipment supply to the construction of railway infrastructure, a container terminal, and commissioning of the complex.

The contract was signed by Daniyar Tiesov, CEO of Silkway CA LLC, and Tian Zhenghua, Deputy General Director for Central Asia at China Railway Construction Engineering Group. Both parties emphasized the strategic importance of the project for the region. Daniyar Tiesov noted that the MMLC will create a modern logistics hub, enhancing Central Asia’s transit potential and serving as a key link in Eurasian transport corridors, while delivering long-term investment benefits for regional economic development and international trade.

Tian Zhenghua assured that all work would be carried out in accordance with international standards of quality, technology, and deadlines.

The logistics center is being built on a 159.4-hectare site in Tashkent Region under the intergovernmental agenda between Kazakhstan and Uzbekistan. The project is included in the bilateral Cooperation Roadmap, with its official launch in November 2025 by Presidents Kassym-Jomart Tokayev and Shavkat Mirziyoyev, who highlighted the center’s strategic role in developing the Trans-Caspian international transport route.

The project is planned for 2025–2030, with the first phase expected to be completed by 2027, involving investments of over US$84 million. Its main goals are to develop the region’s export potential, expand transit capacities, and increase the share of container rail transport. The MMLC will strengthen Uzbekistan’s and Kazakhstan’s positions as key transit hubs between China, Central Asia, the Caucasus, and Europe, complementing PTC Holding’s international infrastructure — from Dostyk TransTerminal to the Poti Multimodal Terminal.

The project is being implemented by Silkway CA LLC, established in March 2025 in partnership with Uzbekistan Railways JSC. Signing the EPC contract marks the transition of the project to an active phase and represents a strategic step in forming a new Eurasian logistics architecture.
