It is proposed to establish responsibility for illegal interference in the activities of NGOs

Tashkent, Uzbekistan (UzDaily.com) -- A draft law “On Amendments to the Code of Administrative Responsibility of the Republic of Uzbekistan” developed by the Ministry of Justice has been posted for public discussion on the Portal for discussion of draft regulatory legal acts.

The project establishes responsibility for illegal interference in the activities of non-governmental non-profit organizations.

According to the project, officials who have committed an offense can be prosecuted in the form of a fine in the amount of 7 to 10 times the base calculated value (from 1.7 million to 2.4 million soums), and in the case of a repeated one - up to 15 times the size of the BRV. (up to 3.6 million soums).

The draft law also stipulates that in case of detection of this offense, the justice authorities will draw up a protocol on the administrative offense and send it to the court.

The draft law was developed on the basis of the decree of the President of the Republic of Uzbekistan dated 3 March 2021 No. PP-5012 "On additional measures for state support of non-governmental non-profit organizations, ensuring the freedom of their activities, protecting their rights and legitimate interests."

It should be noted that due to the fact that responsibility for such violations was not previously established, for this reason non-governmental non-profit organizations were forcibly involved in sponsorship and other activities, certain officials imposed restrictions on their activities, there were cases of confiscation of property belonging to NGOs. and property, as well as requesting documents (information) from them in violation of the law and other similar offenses.

The adoption of the draft law will create more favorable conditions for the free functioning of non-governmental non-profit organizations and will contribute to the effective implementation of reforms in the development of civil society.
