Issues of development of the field of blood donation and its components were discussed at the plenary session of the Senate

Tashkent, Uzbekistan (UzDaily.com) -- Today, on 19 March, at a plenary session of the Senate, the results of a parliamentary inquiry sent to the Cabinet of Ministers on measures taken to develop the field of blood donation and its components were discussed.

On 21 October 2021, the results of this parliamentary survey were discussed at the plenary session of the Senate, and then it was noted that the Government did not give clear answers to some questions.

In particular, the senators criticized the following issues, on which, in accordance with the resolution of the Senate, additional deadlines and instructions were determined:

there are gaps in the legal acts regulating the donation of blood and its components, as well as in the by-laws regulating donation, and no measures have been taken to eliminate them;

specific measures for the logistics and modernization of specialized institutions have not been determined, in particular, equipping them with PCR, hemocytopheresis, plasmapheresis, immunohematological analyzer and ELISA analyzer, as well as other equipment, although grants are planned for these purposes, no results have been achieved to date to attract grants;

the processes for monitoring the quantitative and qualitative indicators of gemacons (disposable systems and containers or bags for blood collection), equipment for storing and transporting blood in blood transfusion facilities are not clearly disclosed;

not all specialized institutions are connected to the automated information system of the blood service, the use and implementation of the information system in the course of work is organized for formality, work to improve the system is not carried out at the proper level.

During the discussion, it was noted that the Government had studied this issue in detail and implemented a number of positive measures.

At the same time, specific measures to address individual issues have not been identified. As a result, the solution of such topical issues as the improvement of legal acts regulating the donation of blood and its components, the strengthening of the material and technical base of blood service institutions, the increase in the number of mobile "donor complexes", the development of voluntary and non-reimbursed donation are being postponed.

In addition, despite the fact that work has begun on the introduction of a blood service information system, the requirements for the system have not been fully implemented in practice.

The senators noted the need for the Cabinet of Ministers to organize the development of a concept for the development of blood donation and its components, providing for the elimination of the problems indicated in the parliamentary request.

The Senate adopted a resolution that measures to develop blood donation and its components will be under constant control.
