Tashkent, Uzbekistan (UzDaily.com) - Presidential Resolution "On measures to radically improve the system of training engineering personnel for economic sectors based on innovation and digitalization" was adopted.

The Tashkent Institute of Irrigation and Agricultural Mechanization Engineers was renamed into the National Research University “Tashkent Institute of Irrigation and Agricultural Mechanization Engineers”.

The University is a basic higher educational institution for training personnel in the areas of hydropower, irrigation, land reclamation, innovative equipment and technologies in agriculture, water-saving irrigation technologies, renewable energy sources, geodesy and geoinformatics, ecology and environmental protection.

The main areas of its activities are also:

- increasing the efficiency of irrigation systems, creating resource-saving irrigation technologies, establishing an assessment of the land reclamation state based on “digital agriculture” and geographic information systems, as well as developing improved methods for increasing soil fertility;

- the formation of a modern educational, scientific and laboratory base and equipping it with advanced technological equipment, as well as the expansion of scientific and innovative research;

- increasing the effectiveness of scientific research in the field of ecology and environmental protection, improving the system of accounting and management of water resources, developing scientific solutions in the field of digitalization of the design, construction and operation of hydraulic structures;

- development of the most advanced innovative technologies for sectors of the economy by introducing international educational standards into the educational process, harmonizing education and research;

- coordination of the activities of subordinate specialized educational institutions, strengthening their material and technical base, etc.

The Uzbek President created:

Governing Council for the Coordination of the University;

Transformation office;

Development Fund of the University.

The Governing Council will approve the business plan of the University, develop scientific schools in cooperation with scientific institutions of the Academy of Sciences and sectoral research institutes, develop transfer processes of education, research and development, mutually beneficial cooperation with customers in research and innovation, commercialization of scientific products, organizing the activities of startups and accelerators, attracting investments.

The Transformation Office is responsible for:

- implementation of the program of transformation and integrated development of the University and its inclusion until 2025 in the rating of higher educational institutions of internationally recognized organizations in the first thousand;

- carrying out propaganda and advertising activities to promote the University through national and foreign media, the Internet and other means;

- a sharp reduction in the number of various reports and data on the University, rejection of the paper form when preparing them, ensuring a full transition to the Digital University platform, with the digitalization of the management system, educational process, library and workflow.

The powers of the University have been determined starting from the 2022/2023 academic year in the field of academic, organizational and managerial independence. From January 1, 2022, the University will switch to a self-financing system.

The proposals of the Ministry of Higher and Secondary Special Education and the Ministry of Innovative Development on the organization of the Institute of Fundamental and Applied Research at the University, on the creation of the Bukhara Institute of Natural Resources Management on the basis of the Bukhara branch of the University and the Karshi Institute of Irrigation and Agricultural Technologies on the basis of the Karshi branch of the University were also approved.
