Tashkent, Uzbekistan (UzDaily.com) -- Governmental resolution approved the Regulations on the procedure for providing medical assistance to persons in a state of alcoholic, drug or other intoxication.
According to the Regulations, to provide medical care to persons in a state of intoxication, inter-district medical care centers for 10 beds are created as part of district (city) medical associations.
In order to maintain the internal regime and public order, prevent and suppress offenses at the points of medical care, security units of the National Guard are being created.
The basis for the delivery of persons who are in a state of intoxication in public places by employees of the internal affairs bodies to the points of medical care (with the exception of delivery from their place of residence) are the following:
loss of a person’s ability to perform purposeful actions or move independently (lying or sitting in one place);
drowsiness of a person, difficulty waking up;
the inability of a person to stand upright on his own;
human speech consists of vague, incomprehensible, unrelated long drawn-out words (hum);
a person is not able to accurately answer questions, does not understand where he is.
Persons in a state of intoxication are identified by employees of the internal affairs bodies and taken to medical aid points.
If a person who arrived at the point of medical care in a state of intoxication stays there for no more than 12 hours, an act is drawn up, if the person is at the point for more than 12 hours and if there are medical indications, a medical history is opened.
Discharge of persons delivered to the point of medical care in a state of intoxication at night (from 23:00 to 06:00) or in the cold season is carried out under the supervision of their relatives.
