Information on the state of implementation of international obligations in the field of human rights was heard

Tashkent, Uzbekistan (UzDaily.com) -- During the twenty-first plenary meeting of the Senate of the Oliy Majlis, information was heard from the director of the National Center for Human Rights of the Republic of Uzbekistan on the status of implementation of Uzbekistan’s international obligations in the field of human rights.

During the meeting, it was noted that over the past two years, Uzbekistan has made significant progress in ensuring the protection of human rights and interests. Thus, in order to bring the national legislation and legal practice of the Republic of Uzbekistan in line with international human rights standards, the ILO Convention "On the Foundations Promoting Occupational Safety and Health" and the UN Convention "On the Rights of Persons with Disabilities" were ratified.

In addition, the senators noted that in pursuance of international obligations in the field of human rights, the President of the Republic of Uzbekistan adopted a resolution "On additional measures to improve the system for detecting and preventing cases of torture."

This resolution enshrines a number of norms regarding the creation of public groups for the detection and prevention of torture, a clear definition of their responsibility, the provision of social, legal, psychological assistance to victims of torture, etc.

In order to further improve the system of protecting the rights of children, the Decree of the President of the Republic of Uzbekistan "On measures to further improve the system of guarantees of the rights of the child" was adopted.

Special attention was paid to the restoration of the rights of women victims of violence, the implementation of the principle of equality of women and men in all spheres. In this regard, the President of the Republic of Uzbekistan adopted a resolution "On additional measures for the rehabilitation of women who have suffered from violence."

In turn, the Senate of the Oliy Majlis developed and approved the Strategy for Achieving Gender Equality in the Republic of Uzbekistan until 2030.

In recognition of Uzbekistan’s efforts to promote human rights, our country was first elected to the UN Human Rights Council for a three-year term (2021-2023).

At the same time, the senators stressed that a number of problems still remain on the effective application of international standards in the field of human rights, ensuring reliable protection of the rights and freedoms of citizens. In particular, they noted the need to radically reform the system of social protection of the population, revise the means and mechanisms of social protection on the basis of international standards.

Until now, there is an insufficient formation of knowledge and skills in the field of human rights among law enforcement officials, which negatively affects practice.

The senators were particularly concerned about the lagging behind or inappropriate implementation of the “Road Map” for the implementation of the National Strategy of the Republic of Uzbekistan in the field of human rights. For example, measures on 11 of the envisaged 46 points have not been completed.

In addition, the senators drew attention to the fact that the "Road Map" for the implementation of the provisions of the UN Declaration on Education and Training in the Field of Human Rights, approved by a joint resolution of the Kengashes of the Chambers of the Oliy Majlis, is not being implemented at the proper level.

As a result of a comprehensive and open discussion at the plenary session of the Senate, the relevant ministries and departments were given the necessary instructions and recommendations.

On the considered issue, a resolution of the Senate of the Oliy Majlis was adopted.
