Information of the Minister of Internal Affairs on the state of the prevention of offenses and their prevention was heard at Senate

Tashkent, Uzbekistan (UzDaily.com) - At the seventeenth plenary meeting of the Senate of the Oliy Majlis, the Minister of Internal Affairs of the Republic of Uzbekistan heard information on the state of crime prevention and prevention.

As you know, on 12 March 2021, a Resolution of the Senate of the Oliy Majlis was adopted on the information of the Minister of Internal Affairs on the state of crime prevention and prevention in 2020.

All instructions contained in the said resolution were provided on time, about which the Ministry of Internal Affairs provided information.

As noted, within 6 months of 2021, the Ministry of Internal Affairs, together with other responsible ministries and departments, non-governmental non-profit organizations and other civil society institutions in the republic, implemented a number of effective measures to prevent crime, ensure the protection of the rights and freedoms and legitimate interests of citizens.

In particular, for 6 months of 2021, 95.3% of crimes from their total number were solved, 1,833 wanted persons were detained, 218 persons recognized as missing were found. On the initiative of employees of the internal affairs bodies, 15 434 crimes were revealed during the specified period.

It should be noted that the number of crimes detected on the initiative of employees of the internal affairs bodies, compared to the same period last year, improved by 71.4%.

However, the studies carried out showed the inadequacy of the work carried out on the prevention of offenses and early crime prevention, the presence of certain shortcomings in the activities of the internal affairs bodies, waiting for the solution of problems and completely unused opportunities.

In particular, for 6 months of 2021, the total number of crimes committed in the republic amounted to 45,630, with an average of 132 crimes per 100 thousand of the population. This indicator increased by 11.9% compared to last year.

For the city of Tashkent, this figure is 383.3, for Fergana region - 223.4, for Tashkent region - 168.4, for Syrdarya region - 151.4. There is a negative indicator in the republic.

The commission of crimes that could have been prevented were committed: murder - 217, bodily harm - 4,137, robbery - 135, hooliganism - 1,100, theft - 7,618, fraud - 9,439.

In addition, about 6 thousand unemployed (5,837) committed crimes, especially in Andijan (1130), Tashkent (709), Fergana (602) regions and the city of Tashkent (595). This testifies to the ineffective organization of work in the field to ensure employment of the population.

Especially grave crimes are committed, since the issue of timely resolution of troubles, conflicts in families remains without attention of the activists of makhallas and the general public.

In particular, 77 crimes committed in 6 months of 2021 within the framework of family relations are associated with murder, 798 with bodily harm.

At the same time, as a result of untimely elimination of family conflicts, 9,575 offenses were committed in the field of family and domestic relations, most of which, that is, 70%, occurred in the city of Tashkent, Tashkent, Fergana, Kashkadarya, Andijan regions.

As a result of the fact that the problems of women living in difficult living conditions remain completely unresolved, in the first half of 2021, 3,236 women committed 1,163 crimes.

There are still many problems in working with youth, the elimination of which is not given sufficient attention, as a result of which, in 6 months of 2021, out of the total number of crimes, 7,849 were committed by young people. 3180 young people who committed crimes were not provided with work and education.

In addition, the work on the prevention of road traffic accidents on the territory of the republic is not properly organized. In our country, there are problems with the procedure for training drivers and passing exams.

It is also necessary to improve the traffic rules in the new edition, approved by the Resolution of the Cabinet of Ministers from 24 December 2015 No. 370. Some paragraphs of these rules have been replaced, in this regard, the references in the relevant paragraphs refer to completely different paragraphs. Despite the fact that the traffic rules were approved in 2015, the examination of drivers and candidates for drivers is carried out in accordance with the regulations developed by the decree of the State Testing Center of July 29, 2011 and approved by the order of the Minister of Internal Affairs of February 23, 2011. The test questions contradict the traffic rules contained in the exam tickets, or are morally and technically outdated.

The conditions created for the practical examinations of drivers and driver candidates are also inadequate. The task of building modern training autodromes in the Republic of Karakalpakstan and regions, which was defined in the decree of the Cabinet of Ministers No. 990 of December 5, 2018, has not yet been completed in any region. As a result, road traffic accidents are committed by drivers who have received low-quality education.

In addition, due to the fact that effective control over ensuring the safety of passengers is not fully and effectively established on the roads, for 6 months of 2021, a total of about 3.5 million violations of traffic rules were recorded in the republic, which is 40.8% more than in 2020. As a result, 3,754 road accidents occurred, in which 3,170 citizens were injured and 954 people died. The saddest thing is that in the last 6 months of 2021, there were 542 road accidents involving children, as a result of which 458 were injured and 104 minors died.

If we compare these figures with the six months of 2020, then the total number of road accidents increased by 57.2%, the number of deaths in them - by 30.5%, and the number of victims - by 38.1%.

Road traffic accidents involving children, compared to the six months of 2020, increased by 40.8%, injuries - by 44.9%, and the number of deaths - by 33.3%.

In addition, the interaction of employees of the road patrol service with road users is also not at the proper level. And the level of knowledge and legal culture of individual employees do not correspond to today's requirements. As a result, the number of serious indignations from citizens is growing every day.

At the meeting, the senators also paid attention to the issues of forming an intolerant attitude towards crime among the population, preventing crimes, ensuring the protection of the rights and freedoms and legitimate interests of citizens.

A corresponding resolution of the Senate of the Oliy Majlis was adopted on these issues.
