Industrial Enterprises in Tashkent Ordered to Install Automatic Emission Monitoring Stations
Tashkent, Uzbekistan (UzDaily.com) — A special commission led by Presidential Advisor on Ecology Aziz Abdukhakimov conducted environmental inspections of industrial enterprises located in the Sergeli and Yangihayot districts of Tashkent.
The inspection examined the production processes of Procab LLC, Asl Oyna LLC, and Alutex LLC in Sergeli District, as well as PROFpack LLC in Yangihayot District. For context, Procab LLC produces aluminum and copper cables of various diameters, Alutex LLC specializes in aluminum profiles, and Asl Oyna LLC manufactures glass products.
The first three companies are classified as high-impact facilities due to their significant environmental footprint, while PROFpack LLC, which produces corrugated paper and cardboard, is considered a low-impact enterprise.
High-impact facilities were found to emit nitrogen dioxide, carbon monoxide, and aluminum and copper oxides into the atmosphere. However, the inspection revealed that automatic emission monitoring stations are not installed at these sites.
According to Presidential Decree No. UP-81 dated May 31, 2023, facilities in categories I and II with high environmental impact are required to install automatic monitoring stations at priority stationary sources of air pollution. Failure to comply results in compensatory payments calculated at five times the standard rate.
The commission confirmed that none of the inspected high-impact enterprises had installed the required monitoring stations. Written directives were issued to the management of these companies mandating the installation of such stations. It was also clarified that non-compliance would trigger fivefold compensatory payments under current legislation.
Additionally, Presidential Decree No. UP-16 dated January 30, 2025, introduced incentives for environmental investments. Under this mechanism, companies that install background air pollution monitoring stations are eligible for a refund of up to 50 percent of compensatory payments over two years.
If enterprises subsequently implement dust and gas cleaning systems or localized water treatment equipment, the refund can increase to up to 70 percent of the compensatory payments made to the national budget for environmental damage, also over a two-year period.
