Indicators for Evaluating University Educational Programs Approved

Tashkent, Uzbekistan (UzDaily.com) — The Ministry of Justice has registered an order titled “On the Approval of Indicators for Evaluation Criteria During the Special State Accreditation of Educational Programs of Higher Educational Institutions” (reg. No. 3716 dated 1 December 2025).

The document establishes 190 indicators across 31 criteria within six areas, which will be used during the special state accreditation of university educational programs.

According to the order, 8 out of the total indicators (4.2%) are mandatory — including, for example, the presence of a clear work plan for the responsible structural unit, the availability of adequate teaching facilities based on student numbers, and other requirements.

The remaining 182 indicators (95.8%) are general. They include parameters such as the use of foreign literature relevant to course content, conducting student surveys, considering the capacity of the information-resource center when determining admissions parameters, and others. These indicators are assessed on a “compliant” / “non-compliant” basis.

The following threshold values have been established:

If fewer than 50% of the indicators under a criterion are marked “compliant,” the criterion is deemed “non-compliant.”

A score between 50% and 70% indicates “partially compliant.”

A score of 70% or more indicates “compliant.”

It is separately noted that failure to meet even one mandatory indicator automatically results in the criterion being classified as “non-compliant,” regardless of performance on the remaining indicators.
