In 2020, 74% of convicts were sentenced to non-custodial sentences

Tashkent, Uzbekistan (UzDaily.com) -- Recently, the national movement "Yuksalish" held a round table on the topic "Cooperation and ensuring human rights in the activities of the probation service."

It was attended by members of the Senate Committee on Defense and Security and the Commission on the Observance of Constitutional Rights and Freedoms under the Commissioner for Human Rights (Ombudsman), representatives of the Probation Service of the Ministry of Internal Affairs, the Ministry of Mahalla and Family Support, the Ministry of Employment and Labor Relations of the Republic of Uzbekistan and journalists.

The event was organized in order to develop proposals and recommendations to improve the efficiency of the probation service, including human rights, by analyzing the joint tasks of ministries and departments to provide social, legal and psychological assistance to supervised persons, in particular, ensuring human rights.

For information, it should be noted that in total in criminal cases in the country in 2020, 74% of convicts were subjected to punishments not related to imprisonment. This increase in turn reflects the workload of the Probation Service that was recently established.

In the decree of the President of the Republic of Uzbekistan "On measures to radically improve the penal legislation", it is noted that one of the main tasks of probation units is the effective organization of the activities of the internal affairs bodies for the execution of sentences not related to imprisonment, in cooperation with other state bodies and organizations, as well as public formations.

In addition, the supervised in probation departments are provided with legal and other advice who want to engage in entrepreneurial or other useful work, as well as assistance in obtaining consumer loans.

Unfortunately, despite a number of positive steps taken, in the past 2020 there were cases of non-observance of the law and deliberate evasion by convicts from punishment, in respect of which unserved sentences were replaced by imprisonment.

Based on the foregoing, the participants discussed issues of cooperation in the field of effective organization of interaction with relevant state bodies and organizations, as well as civil society in providing social, legal and psychological assistance to persons under the supervision of the Probation Service.

As part of the round table, a memorandum was signed between the Commissioner of the Oliy Majlis for Human Rights (Ombudsman) and the Probation Service of the Ministry of Internal Affairs.
