Implementation of the Law "On the openness of the activities of public authorities and management" by ministries, departments and local authorities discussed

Tashkent, Uzbekistan (UzDaily.com) -- At the ninth plenary meeting of the Senate of the Oliy Majlis, the issue of the implementation of the Law "On the openness of the activities of public authorities and management" by ministries, departments and local authorities was considered.

It was noted that in the course of the study, along with the work done, system errors and shortcomings were identified.

In particular, in accordance with the Law, the procedure for organizing and holding mass events (assemblies, meetings, meetings, press conferences, briefings, etc.), as well as informing media representatives, has not been developed. As a result, media representatives remain unaware of mass events, on the other hand, there are cases when the authorities and administrations inform only the media close to them.

Discussion of draft decisions of local khokimiyats is not organized not only among the population, but also among media representatives.

On the websites of the khokimiyats of Galyaaral district of Jizzakh region, Chust and Namangan districts of Namangan region, Ferghana and Altiarik districts of Ferghana region, Pastdargom district of Samarkand region, the heading "Citizens’ appeals" is not organized at all.

The existing problems faced by the population of the studied territories have never been highlighted on the websites of the authorities or in other sources of information.

The authorities and administrations do not respond in a timely manner to appeals sent by the media. In particular, only 1139 appeals were not responded to: by the ministries of housing and communal services (176), for the support of the mahalla and family (140), health care (132), employment and labor relations (47), higher and secondary specialized education (39), Supreme Court (59), Uzbekneftegaz (19), Uzavtosanoat (15), Tashkent city khokimiyat (325), Samarkand (78), Tashkent (78) and Khorezm (31) regional khokimiyats.

The requirement of the Law to update information about their activities posted on the official websites of the authorities and administration is not observed. Some sections did not contain data at all.

There is no official website for 5 government agencies and organizations.

The relevant khokimiyats and governing bodies studied have not identified an official to provide information, and a mechanism has not been introduced to take appropriate measures in relation to officials who have violated the transparency of their activities.

In addition, in accordance with the Law, the procedure for attendance at open meetings of collegiums of authorities and administration has not been introduced. Because of this, media participation is not ensured.

The analyzed activities of 113 press secretaries showed that the results of work of 12 of them (11%) were assessed as high, 55 (47%) - average, 20 (18%) - satisfactory and 26 (23%) - low.

Spelling and grammatical errors are stored in information materials posted on the official websites of state authorities and administration.

In various social networks, groups, channels and Internet pages, problems are also spread by individuals in the form of various kinds of rumors with exaggeration and groundlessness. And this leads to a sharp increase in the number of misunderstandings and disagreements among the population.

Some ministries, departments and khokimiyats do not timely express their attitude to appeals through the media. There is criticism, but there is no answer to it. Such cases, unfortunately, can lead to discrediting the authority of ministries and departments, and cause people to feel mistrust about the fate of reforms.

The results of the study show that the identified problems and shortcomings are of a systemic nature and their solution requires fundamental changes.

To solve these shortcomings and problems through systemic changes, a corresponding resolution of the Senate of the Oliy Majlis was adopted.
