Tashkent, Uzbekistan (UzDaily.com) — The Singaporean company Humans Mobile PTE LTD has initiated arbitration proceedings against Uzbekistan at the International Centre for Settlement of Investment Disputes (ICSID), which operates under the World Bank.

This was confirmed by the Central Bank of Uzbekistan.

According to the regulator’s statement, on 20 May 2025, Humans Mobile PTE LTD submitted an application to the international arbitration center requesting the commencement of arbitration proceedings against Uzbekistan.

The company alleges that the actions of Uzbek government authorities and agencies, including the Central Bank, violated certain provisions of the Agreement between the Government of the Republic of Singapore and the Government of the Republic of Uzbekistan on the Promotion and Protection of Investments dated 15 July 2003.

It is reported that the claimant’s application has been accepted by the International Arbitration Center and the case is currently at the stage of preparation for substantive consideration. Additional information on the progress of the case will be provided as the process develops.

The operations of the payment organization JSC “Marokand,” within which citizens’ funds transfers for payment of services prohibited by law (notably gambling) were recorded, were restricted for a period of six months starting from 25 September 2024.

Relevant documents on the violations identified in the activities of the payment organization have been forwarded to law enforcement agencies for legal evaluation.
