Governors regularly to submit reports to Councils of People’s Deputies
The law was passed by the Legislative Chamber on 7 May 2015 and approved by the Senate on 15 May 2015.
The document introduces amendments to law “On state government at places”, which introduces amendments to article 103 of the Constitution. The amendment envisages that annually Councils of People’s Deputies in places will consider reports on important and actual social-economic development of the regions.
The amendments determine legal mechanisms of holding hearings of the reports of governors by the Council of People’s Deputies at the sessions dedicated to the results of social-economic development of the region. The sessions will e held after the session of the Cabinet of Ministers.
The reports should contain analysis and assessment of efficiency of works of the governors and executive body in places, recommendations and proposals on improvement of their work and measures on control over their execution.
The law also envisages that the reports of the khokims (governors) will be published at official websites of administrations, which will ensure transparency of their work.
Introduction of amendments to the law “On state authorities in places” will help to improve openness and transparency of the state bodies at consideration of important issues of the regional development.
