Tashkent, Uzbekistan (UzDaily.com) -- A Presidential Decree "On additional measures to stimulate development and industrialization of ferula cultivation in the republic" was adopted.
According to the Decree, the Committee for the Development of Sericulture and the Woolen Industry is entrusted with additional tasks to ensure the accelerated development of ferula cultivation.
The Committee monitors the creation of ferula cultural plantations that correspond to the natural and climatic conditions of the regions of the republic.
Also, a decision was made to join the Association of Ferula Producers and Exporters to the Association for the Development of Pasture Farms.
The Decree approved the Forecast indicators for the construction of ferula plantations on pasture land in 2022-2026.
Accordingly, in these years, it is planned to create ferula plantations on a total area of 90,000 hectares (6,000 hectares of which this year).
Until 1 June 2022, in the territories of Bukhara, Jizzakh, Kashkadarya, Navoi, Samarkand and Surkhandarya regions, ferula cultivation clusters will be created on the basis of cooperation between ferula processing enterprises, households (individuals) involved in the collection and cultivation of ferula, and farms for growing ferula seedlings .
From 1 May 2022, on land plots in the permanent possession of the committee:
quotas for harvesting (collecting) wild-growing ferula are approved by the State Committee for Ecology and Environmental Protection on the orders of the Committee, for a fee based on the conclusion of the Academy of Sciences;
within the specified quotas, the Committee issues permits for the special use and export of wild ferula (subject to the creation of cultural plantations in the amount of at least 50 percent of the allocated quota).
The amount of fees levied on foreign citizens is increasing and legal entities for the use of ferula on land areas in the permanent possession of the Committee: four times - for one kilogram of ferula juice (glue), not included in the Red Book of the Republic of Uzbekistan; twice - for one kilogram of ferula juice (glue), included in the "Red Book of the Republic of Uzbekistan".
From 1 May 2022, for three years, rates of income tax, property tax, land tax and tax for the use of water resources will be applied, levied on business entities whose income from growing ferula makes up at least 80 percent of total income, in the amount of 50 percent.
From 1 May 2022, the issuance of permits for the export of ferula seeds from the republic is suspended for a period of five years.
Also, a decision was made to include seasonal workers operating in the subjects of the Association’s system in the List of seasonal jobs and seasonal industries, work in which during the full season is counted in the length of service for assigning a pension for a year of work.
From 1 July 2022 to 1 January 2025, a social tax rate of 1 percent is applied for seasonal workers operating in the subjects of the Association system.
