“El-Yurt Umidi” Foundation reorganized to support development of future-oriented specialists

Tashkent, Uzbekistan (UzDaily.com) — A new presidential decree introduces additional measures to support the overseas education of gifted professionals and stimulate their career development.

Under the decree, the “El-Yurt Umidi” Foundation has been reorganized into the “El-Yurt Umidi” Foundation for the Training of Future-Oriented Specialists under the President of the Republic of Uzbekistan.

The revamped foundation is tasked with:

Identifying the demand for highly qualified professionals with modern thinking, deep expertise, and a strong sense of patriotism;

Organizing career orientation activities tailored to the needs of ministries, agencies, and strategic enterprises across various sectors;

Recommending measures to create favorable working conditions for returning scholars and ensuring their comprehensive support and social protection;

Leveraging the capabilities of scholars to enhance Uzbekistan’s international reputation.

Starting from 1 September 2025, the pool of candidates for targeted internships abroad will be formed from employees of ministries, government agencies, and strategic enterprises.

The host organizations for internships, along with their duration, will be determined by the requesting institutions, the Agency for Civil Service Development, and the “El-Yurt Umidi” Foundation. Relevant bodies will also provide necessary language training to ensure successful overseas placements.

The decree introduces the “El-Yurt Umidi” Presidential Scholarship, awarded through an open competition to top candidates applying for undergraduate, master’s, and doctoral programs. The selection process includes tests and interviews assessing intellectual, analytical, creative, and psychological competencies.

International university rankings will play a critical role in scholarship allocation:

Candidates accepted into top 100 global institutions will receive full scholarships from the Foundation without the need for competitive selection.

Applicants admitted to universities ranked in the top 300 will be eligible for scholarships covering international travel and living expenses.

Graduates of presidential, creative, or specialized schools who are admitted to top 20 global universities and receive grants covering at least 50% of tuition costs will also be funded by the Foundation without competition.

This strategic reform reflects Uzbekistan’s commitment to developing a highly skilled national workforce equipped to meet future challenges and drive international engagement.
