E-anti-corruption project to be launched in Uzbekistan from 1 September 2022

Tashkent, Uzbekistan (UzDaily.com) -- Resolution of the President "On measures to improve mechanisms to eliminate corruption risks in public administration and expand public participation in this area" was adopted.

From 1 September 2022, the E-anti-corruption project will be launched in full, envisaging:

mandatory identification and assessment of corruption risks in the activities of public authorities and administration, including their territorial divisions, state unitary enterprises and institutions, organizations with a state share of more than 50%;

formation and maintenance of the Electronic Register of relations subject to corruption in order to systematically take measures to eliminate corruption risks based on the results of identifying and assessing such risks. The formation and maintenance of the register is carried out by the Anti-Corruption Agency;

elimination of corruption risks by improving legislative acts, reducing the human factor, digitalizing relevant procedures and functions, ensuring transparency, and establishing public control.

The document establishes that the Project is being implemented on the electronic platform E-anticor.uz.

The resolution also established the procedure according to which, as part of the identification and assessment of corruption risks:

- state organizations form and openly publish information about the functions assigned to them and the mechanisms for their implementation;

- sociological polls and discussions are conducted with the participation of independent experts with the possibility to receive online proposals from citizens on published information;

- an assessment of the level of corruption risk of each function is carried out on a scale of "low", "medium" and "high" using the electronic platform E-anticor.uz;

- a map of corruption risks is drawn up, including their description and level, as well as measures to eliminate them;

- every year until 1 March, corruption risks in the activities of a state organization are assessed and corruption risk maps are included in the Register;

- heads of state organizations are personally responsible for the timely and high-quality assessment of corruption risks according to the functions assigned to them.

Document approved;

- A program of comprehensive measures to eliminate relations prone to corruption;

- Plan of measures to organize the assessment of corruption risks in the field of public administration.

- The project "Virtual Anti-Corruption Platform" will be launched as a single interactive platform for the dissemination of scientific, methodological and practical developments in the field of combating corruption, the exchange of achievements and experience, and increasing the knowledge of civil servants and citizens in this area.
